Abstract

The article examines approaches to the definition of the concept of “lawmaking” existing in legal theory, highlights the chronological stages of developing the structure of lawmaking, and places emphasis on the influence of various factors on the structure of lawmaking.

The purpose of the study is to determine a universal approach to determining the purpose of the concept of lawmaking in the system of general legal regulation in a federal state. An analysis of lawmaking and related legal processes was carried out from the perspective of management theory and the methodology of the systems approach.

In particular, the article is an attempt to present a new perspective on the generally accepted opinion that in the law-making system of a federal state there is a clear difference in competencies, either vertically or horizontally, as well as on the goals of law-making in a federal system of government.
