Abstract

The relevance of the study is determined by the urgency of the problem of standardization of general education, which was solved in different ways at different stages of the development of the national education system. The study presents a detailed analysis of approaches to standardizing the content of general education and requirements for the results of mastering basic educational programs in accordance with the historically changing order of the state and the needs of society. The research was carried out on the basis of a meaningful analysis of normative documents in the field of education, educational standards of different generations, scientific literature on the subject of research, monitoring studies of professional competencies of teachers. The reasons of the phenomenon of standardization of education, the problems of standardization and the way of evolution of educational standards are shown – from the mandatory minimum of the content of education, to the expanded content and systematized, concretized requirements for personal, meta-subject, subject results of the development of basic educational programs. The FSES are presented as a key tool for the formation of a unified educational space in the Russian Federation, the practical application of which requires complex professional competencies of teachers. The field of implementation of the research results are the directions of professional development of teachers in the context of changes in the regulatory framework.

1 Введение. Актуальность исследования определяется остротой проблемы стандартизации образования – социально-педагогического феномена, который получил широкое распространение в мировой практике более 40 лет назад [1]. Стандартизация образования, которая выступает ведущим фактором управления качеством, по-разному реализовывалась на разных этапах развития отечественной системы образования для его разных уровней. Понятие «образовательный стандарт» является относительно новым: в советский период его не существовало, впервые данное понятие появилось в нормативных документах постсоветского периода в 1992 году. Полноценные образовательные стандарты для системы общего образования были утверждены на двадцать лет позже, когда возник социальный заказ на упорядочивание содержания образования и требований к его результатам. Для исследования проблемы стандартизации в системе общего образования применен исторический подход. Этот подход позволяет осмыслить роль образовательных стандартов в формировании единого образовательного пространства и сущность современного образования и его цели, прогнозировать направления эволюции образования.
2 Концептуальным исследованиям явления стандартизации образования посвящены работы таких авторов, как В.П. Беспалько, Б.Д. Гершунский, Ю.В. Громыко, И.А. Зимняя, М.Н. Лазутова, В.С. Леднев, А.М. Новиков, Г.В. Перфилова, М.В. Рыжаков, В.В. Сериков, А.И. Субетто, В.В. Фирсов, В.Д. Шадриков и др.
3 Методы исследования. Исследование осуществлялось на основе содержательного анализа нормативных документов в области образования, образовательных стандартов разных поколений, анализа научной литературы по теме исследования, мониторинговых исследований профессиональных компетенций педагогов.
4 Исследование и результаты. Исследователи отмечают, что путь к российским образовательным стандартам (standart – «норма, образец, мерило») был долгим по многим объективным причинам [2; 3]. Одна из ведущих причин – относительно недавнее становление отечественной массовой школы, которая стала складываться только на рубеже XIX–XX веков. Россия вошла в XX век, имея пятую часть грамотного населения. Для сравнения: в Англии, Норвегии, Швеции, Финляндии, Эстонии, Латвии, Германии, Дании, Голландии, Швейцарии всеобщая грамотность населения (до 99%), то есть умение читать и писать, была достигнута к 1880-м годам. Старт массовому обучению грамоте был дан реформацией, переводом Библии на национальные языки, появившейся возможностью и необходимостью каждому доброму христианину самому читать Библию. Во время переписи 1897 года в Российской империи грамотными записывали умеющих читать, умение писать не требовалось.
5 К 1917 году число грамотных составляло 30–35%, и в 1919 году советская власть начала кампанию по ликвидации безграмотности (ликбез) – обучение взрослого населения чтению и письму. Почти одновременно происходило введение обязательного школьного образования. В контексте рассматриваемой темы принципиально важно уточнить, что еще столетие назад профессия учителя в нашей стране не была массовой, более того, учителями нередко становились просто грамотные люди. По словам историков советской школы, в 20-х – начале 30-х годов XX века «в школы брали всех, кто был готов работать учителем, а не тех, кто был способен преподавать» [4, с. 235]. Острая нехватка учительских кадров стала барьером на пути распространения обязательного школьного образования. Таким образом, на первых этапах формирования советской школы ответ на вопрос «кто учит?» был важнее ответа на вопрос «чему учить?». Систематического школьного образования в его классическом понимании не было. Обучение в разных школах осуществлялось по разным комплектам учебных книг и рабочих тетрадей, что приводило к невозможности обеспечения единых требований к результатам обучения. Единые предметные программы отсутствовали, поскольку обучение осуществлялось по комплексным программам и по программам трудовой школы.
