Abstract

The article deals with the problem of the teacher’s professional development personalization in an educational establishment. The purpose of the article is to create and partially test the teacher’s individual educational route based on formal, non-formal and informal integration of education. The study gives the regulatory and legal aspects of creating the teacher’s individual educational route as a means of personalizing his/her professional development, describes the options of teachers’ formal, non-formal and informal education, develops the matrix of professional development organizational forms, including collective, group and individual forms of teacher development, describes three stages of development and implementation of teacher’s individual educational route in an educational establishment. The results of the study consist in updating the potential resources of an educational establishment and compensating scarce teachers’ professional skills by means of horizontal training, proving the compilation use of teachers’ formal, non-formal and informal education in creation of the individual educational route in an educational establishment.

1 Введение. Основные тенденции мирового образования и современная образовательная политика нашего государства формируют новое видение развития кадрового потенциала системы образования и, в частности, роли самого педагога. Происходящие изменения определяют необходимость гибкости и мобильности педагога к быстроменяющимся требованиям и условиям профессиональной деятельности, а соответственно непрерывного профессионального развития и, своего рода, определенного «апгрейда» – повышения уровня своего мастерства, чтобы соответствовать запросам потребителей образовательных услуг, вызовам местного сообщества и требованиям нормативных документов федерального, регионального и локального уровней, которые конкретизированы в Профессиональном стандарте педагога [1].
2 Модернизация научного и методического сопровождения профессионального развития педагога, необходимость его непрерывного и профессионального роста определены документами государственного значения. Поручением Президента РФ В.В. Путина заданы ориентиры повышения качества образования и обеспечения конкурентоспособности отечественного образования на уровне мирового сообщества [2]. Стратегические ориентиры образовательной политики определяют конкретные сроки апробации и анализа результативности реализации индивидуальных траекторий обучения посредством цифровых платформ персонализированного обучения как обучающихся, так и учителей [3]. Концепция создания единой федеральной системы научно-методического сопровождения педагогических работников констатирует ряд общих проблем действующей системы методической работы: несогласованность существующей системы повышения квалификации и современного содержания общего образования, отсутствие механизмов формирования персональной траектории профессионального развития педагога на основе его профессиональных потребностей и дефицитов, неготовность педагогов и администрации к обновлению форм обучения и воспитания. Конкретизируя актуальные понятия, Концепция определяет принципы, структуру и основные направления деятельности единой системы научно-методического сопровождения педагогов посредством интеграции ресурсов федерального, регионального, муниципального и организационного уровней [4].
3 Однако выстраивание единой уровневой системы научно-методического сопровождения педагогов – процесс ступенчатый и времязатратный, требующий координации и интеграции деятельности методических служб всех уровней. Нам видится, что уже сейчас на уровне образовательной организации как низового звена реализации государственной кадровой политики в системе отечественного образования в распоряжении находятся необходимые документы и инструменты для поиска путей и форм реализации персонифицированного методического сопровождения педагогов для наполнения ресурсами регионального, муниципального и организационного уровней.
