Abstract

The article analyzes the results of an expert survey and analysis of documents on the issues of multilingual education in Tatarstan. According to the results of the expert survey, when selecting teachers for schools that implement multilingual education, the most significant are the candidate's knowledge of a foreign and / or national language of teaching, as well as high qualifications in the subject area. There are a number of difficulties in the methodological support of multilingual / bilingual education in particular. Thus, many teaching aids require serious improvement. There is also a need to improve the legal and regulatory framework for multilingual education. The analysis of documents carried out in the course of the study showed that there are gaps in the documentation support of the studied educational organizations, starting from the constituent documents. Thus, polylingual / bilingual education in the Republic of Tatarstan is at the stage of institutional formation and development and is experiencing difficulties, the solution of which is possible with the active participation of the higher education system and competent educational, methodological and documentation support.

1 Введение. Объективный процесс глобализации общества и интеграция российского образования в мировое образовательное пространство и в то же время необходимость сохранения самобытности и языков народов России актуализируют вопросы владения не только русским языком, но и иностранными языками и языками народов, проживающих в нашей стране. В случае образовательной интеграции приоритет имеет не имманентная (терминальная) ценность языка, а его инструментальная ценность как средства получения образования.
2 Российская система образования длительное время была недостаточно ориентирована на предметное изучение иностранного языка и языков народов России (русский язык как неродной), что не позволяло в полной мере осознать и прочувствовать важность владения ими. Инновационный подход, выразившийся в обучении иностранным и национальным языкам как инструменту освоения неязыковых предметов, позволяет формировать более глубокий интерес и устойчивые лингвистические знания обучающихся [1]. Российские регионы ведут работу по внедрению полилингвального и/или билингвального обучения в общеобразовательные организации. Ход этого процесса требует научного и управленческого контроля, а проблемы, которые возникают, – своевременного решения. Эта необходимость определила актуальность нашего исследования.
3 Во исполнение приказа Министерства образования и науки Республики Татарстан от 22 декабря 2021 г. № под-1732/21 «Об утверждении Государственного задания учредителя для государственного автономного образовательного учреждения дополнительного профессионального образования “Институт развития образования Республики Татарстан” на 2022 год» сотрудниками информационно-аналитического отдела ИРО РТ проведено прикладное научное исследование «Полилингвальное образование в Республике Татарстан: проблемы и перспективы». Объектом исследования стало полилингвальное образование в Республике Татарстан, предметом – реализация образовательными организациями Республики Татарстан полилингвального обучения. Базу исследования составили образовательные организации Республики Татарстан, реализующие полилингвальное и/или билингвальное обучение.
4 Целью исследования явились выявление проблемы и перспективы развития полилингвального обучения в образовательных учреждениях Республики Татарстан. Для достижения поставленной цели были сформулированы следующие задачи:
  1. определить нормативную правовую основу полилингвального образования в образовательных организациях Республики Татарстан;
  2. описать состояние полилингвального обучения в образовательных организациях Республики Татарстан;
  3. выявить проблемы полилингвального обучения в образовательных организациях Республики Татарстан;
  4. представить основные перспективы развития полилингвального образования в Республике Татарстан.
