Ensuring the accessibility of educational infrastructure in standard and crisis situations: international overview

Abstract

The article presents the results of the analysis of regulatory documents and scientific publications on the international practices of using school buses for the increase of the transport accessibility of social facilities (including educational, sports, cultural and other organizations) for meeting the educational needs of preschool and school children. Particular attention is paid to the cases that associate with the periodical natural disasters of different types that bring to light the efficiency of the school buses as a means of the first-availability transportation. Regulated requirements and best practices of ten countries in Europe, Asia, North America, South America, as well as Australia and New Zealand are analyzed.

The offered materials can be used in the development of management decisions, regulations and methodological recommendations in the field of increasing the transport accessibility of educational facilities, as well as an information basis for scientific research on this issue.

1 Одним из ключевых направлений развития системы образования, заявленным в национальном проекте «Образование», является «создание необходимой современной инфраструктуры» [1]. В этой связи особенно актуальным представляется проведение анализа международной практики (в том числе стран-лидеров в области образования) по повышению транспортной доступности объектов социальной сферы для детей дошкольного и школьного возраста. В ходе исследования авторами проведен анализ международного опыта использования школьных автобусов для доставки детей в организации, реализующие образовательные программы дошкольного и общего образования, дополнительные общеобразовательные программы, а также на спортивные, культурно-массовые и иные мероприятия. Статья продолжает цикл работ авторов, посвященных изучению особенностей совершенствования образовательной инфраструктуры регионов [26].
2 Географическое разнообразие регионов Российская Федерация определяет их существенную зональную специфику, связанную, в том числе, с геолого-географическими особенностями входящих в нее регионов (сезонные наводнения, природные пожары, селевые и снежные сходы, ледяные дожди, сейсмическая опасность, опасность затопления при сезонных разливах рек и иных водоемов, высокая вероятность возникновения стихийных и техногенных лесных пожаров и пр.). При этом все региональные системы общего образования должны сохранять устойчивость и эффективность функционирования в любых условиях, что связано, прежде всего, с положениями Конституции Российской Федерации и федерального закона «Об образовании в Российской Федерации» от 29.12.2012 № 273-ФЗ, гарантирующими общедоступность качественного общего образования.
3 Отдельная проблема в области управления региональными системами общего образования связана с высокой вероятностью возникновения особой эпидемиологической ситуации как в отдельном регионе, так и в региональных кластерах.
4 Это является существенным фактором, определяющим необходимость проведения научных исследований в области вариативности управления региональными системами образования не только в стандартных, но и в чрезвычайных и кризисных ситуациях. В этой связи важным представляется анализ соответствующего опыта зарубежных стран.
5 Исследование проводится в рамках реализации государственной программы «Научно-технологическое развитие Российской Федерации», в соответствии с приоритетными направлениями « Стратегии научно-технологического развития Российской Федерации», положениями Национального проекта «Образование» (федеральный проект «Современная школа») [1], а также положениями статьи 14 Федерального закона от 21.12.1994 № 68-ФЗ (ред. от 23.06.2020) «О защите населения и территорий от чрезвычайных ситуаций природного и техногенного характера»).
