Abstract

The article analyzes the problem of creating an integral effective system of support and maintenance of continuing education of teachers in the conditions of the municipal system.  The modern understanding of the complexity of the treatment of continuing education, its personality-developing nature, creative embodiment, institutional support and step-by-step development are mentioned. The substantiation of the basic theoretical foundation of this study is based on the characteristics of municipal, the specificity of the study on the quality of education and its criteria and indicators. Based on the application of the qualimetric approach, the algorithm of the quality assessment process, its stages – conceptualization, processing, evaluation, etc. is described. The results of the study are presented in the form of evaluation procedures, development of educational and developmental effects, criteria and indicators of productive support for continuing education of teaching staff.

1 Введение. В условиях модернизации российской системы образования обостряется проблема повышения эффективности непрерывного образования педагогических кадров, приближения содержания этой деятельности к реальному практическому опыту. Это соответствует государственной и региональной политике по реализации системных приоритетов в части развития кадрового потенциала различных территорий. Необходимость своевременной и массовой профессиональной переподготовки специалистов и руководителей для обеспечения социально-экономических реформ в стране предполагает построение более гибкой системы непрерывного образования кадров, реагирующей на современные социально-экономические вызовы и запросы конкретных территорий [4].
2 Реальный анализ современной практики и научные исследования свидетельствуют о необходимости повышения результативности деятельности по сопровождению и поддержке непрерывного образования от мономоделей, ориентированных на действующие методические службы, к полифункциональной модели, предназначенной для саморазвития специалиста в непрерывном образовании [14].
3 В то же время, как отмечают многие исследователи, современная ситуация не позволяет говорить о каких-либо прорывных изменениях в системе образования без кардинального пересмотра концептуальных подходов к подготовке педагогических кадров, обновления требований к профессиональным компетенциям педагога, становлению учителя цифрового будущего [3].
4 Формирование целостной системы непрерывного образования педагогических кадров в муниципальной территории опирается на существующие теоретические разработки и диссертационные работы, касающиеся методологии и стратегий развития и прогнозирования территориальных образовательных систем (З.Г. Найденова, О.В. Ковальчук, В.П. Панасюк и др.), повышения качества непрерывного образования педагогических кадров в муниципальных территориях через создание систем ресурсных центров: кадрового, нормативно-правового и организационно-управленческого обеспечения (М.В. Александрова, В.В. Ветров, Т.Ю. Ломакина, Н.Ю. Посталюк, Л. В. Резинкина, Р.М. Шерайзина и др.), реформирования профессионального образования на основе развития социального партнерства (Б.С. Апарц и др.) [9].
5 Проблема развития персонала в рамках муниципального образования сегодня стоит очень остро, так как обусловлена кадровым голодом и ценностью сотрудников на рынке труда. Для того чтобы удержать квалифицированный персонал (преподавателей, методистов и др.), работодатели пытаются решить этот вопрос на основе профессионального развития работника, построения плана карьерного роста, включения в кадровый резерв. Все это осуществляется в условиях муниципальной образовательной среды [6].
6 Известный специалист в области разработки проблем качества образования профессор В.П. Панасюк анализирует широкий спектр подходов к проектированию систем оценки качества образования. При этом он подчеркивает значительное продвижение в решении данной проблемы в сфере государственной политики и региональной практики и раскрывает проблемное поле развития этой системы. К позитивным решениям в этой области автор относит: построение мониторинговых систем различного уровня; создание единой информационно-коммуникативной среды и разностороннего банка данных для управления качеством образования; использование на разных образовательных уровнях процедур проверочных работ, он-лайн тестирование по учебным дисциплинам; практики проведения публичных диктантов и общественного аудита [8].
