In Four Eyes: Supervision of the Governor’s Corps by the III Section and the Ministry of Internal Affairs in 1855—1861

In the proposed article, the author raises the question of the nature of the relationship between the III Section of the Imperial Chancellery and the Ministry of the Interior in the framework of control over the provincial administration in Russia in 1855—1861. Analyzing the data from the gendarmerie reports about the governors and comparing them with the information available in the Ministry of Internal Affairs itself about the same governors, the author comes to the conclusion that the idea of the “omnipotence” of the secret police, which, literally as a result of a single denunciation, can decide the fate of the “objectionable” head of the province, at least exaggerated. Documents show that often both departments completely coincided in their assessments of the activities of one or another “master of the province”. In those cases when contradictions were found in their assessments, it was by no means always possible to win an apparatus victory for the III Section.
