Housing Policy of Red Vienna (1919—1934)

The article examines the housing policy of "Red Vienna" — the period, when the Social Democrats were in power in the city (1919—1934). The possibility of such a policy was provided by the federal constitutional legislation, which gave Vienna the rights of a federal state, as well as the tax system created by the Minister of Finance of Vienna, Hugo Breitner. Housing tax made it possible to finance housing construction, which was unprecedented at the time. The task of the Government of Vienna was not only to eliminate the catastrophic shortage of housing, but also to create decent living conditions for the broad strata of the working population. In total, more than 60,000 apartments were built during this period, and the built residential complexes are outstanding monuments of architecture and urban planning.
