The Problem of the Correlation between «Imperial» and «Colonial» through the Prism of the «Orange Difficulty» of the Visit of the Prince of Wales to Canada in 1860

Abstract

The article regards how the meeting of the brothers of the Orange Order of the Prince of Wales during his official visit to Canada in 1860 reflected the views of British politicians and intellectuals on the problem of the balance of imperial and colonial laws and interests in the British Empire. The comprehension of the conflict by the Duke of Newcastle, the mentor of the heir to the throne on his tour to Canada, as well as by the central British press, that widely presented these events to the metropolitan public, showed the priority of imperial tasks for the British political class in forming colonial relations with self-governing Canada. «Orange difficulty» reflected a readiness of British politicians to neglect the interests of a part of the colonial public, especially in the matter of preventing potential threats to the peaceful development of the Empire and its well-being. The theoretical understanding of the legitimacy of the actions of the Canadian Orangemen by British politicians and intellectuals did not become an obstacle to disseminate the ethical and legal principles of the British outside the Great Britain, in particular, to possessions in British North America. Such attitudes reflected certain aspects of the imperial policy and thought of Britain, which combined the desire for the consolidation of the Empire on the basis of the philosophy of classical liberalism with the obvious priority of imperial interests in this process.

Основой конструирования колониальной политики стала философия классического либерализма, что предполагало, в числе прочего, обновление механизмов укрепления имперских уз1. 2 Столь беспрецедентное событие в жизни империи сопровождалось особенной торжественностью, преподносилось как «мирное и триумфальное продвижение» принца по колонии3. На него возлагались большие надежды: даже до завершения королевской поездки высказывались предположения, что она позволит достичь «великих преимуществ»4 в отношениях Канады и Британии. 3. 3 Единственное событие «бросило тень на путь будущего короля по Новому свету»5 – встреча Альберта Эдуарда членами ордена оранжистов в городах Кингстон, Бельвиль и Торонто. Различные аспекты этого события, известного в историографии как «оранжистский инцидент», уже привлекали внимание авторов6. 4 Задача данной статьи – оценить, как эпизод встречи оранжистами принца Уэльского в ходе его тура по Канаде отразил взгляды британских властей и интеллектуалов на проблему соотношения имперских и колониальных интересов в контексте имперской мысли и перспектив имперского строительства Британии.
5 Для понимания анализируемой проблемы рассмотрим ключевые обстоятельства этого происшествия.
6 Инцидент с оранжистами произошел в зените тура принца Уэльского по Канаде. Согласно заранее установленному маршруту передвижения Альберта Эдуарда по Британской Северной Америке после Монреаля и Оттавы он должен был посетить города Кингстон, Бельвиль, а после – Торонто. Весомый вклад в подготовку этих городов7 к памятной встрече наравне со стараниями простых горожан8 внес Оранжевый орден9, который был на легальном положении в Канаде10 и намеревался «оказать Его Королевскому Высочеству восторженный прием»11. Реалии канадской общественной жизни, подразумевавшие непростые межнациональные и межконфессиональные отношения, однако, привели к тому, что результатом этих вполне благих намерений стал политический скандал. 7. 7 Накануне прибытия принца в Кингстон некоторые представители римско-католической церкви составили серию резолюций, содержавших протест относительно готовившихся демонстраций оранжистов12. Одна из них, в частности, была доставлена занимавшему должность министра по делам колоний в либеральном кабинете Палмерстона герцогу Ньюкаслу1314. Именно он был наставником наследника престола в канадском вояже и «фактически руководил передвижениями принца», поскольку они «затрагивали государственные и общественные интересы»15. Ньюкасл незамедлительно написал генерал-губернатору Канады о том, что демонстрации оранжистов «могут привести к религиозной вражде и нарушению мира», а это, в свою очередь, противоречило «характеру визита» принца в Канаду. Герцог выдвинул ультимативное требование: если процессия оранжистов все же состоится, он посоветует принцу не посещать Кингстон и любой другой город, где бы наследнику престола «грозила опасность» быть встреченным протестантским братством. Генерал-губернатор, поддерживая взгляды герцога, направил письма мэрам Торонто и Кингстона, в которых настоятельно просил, чтобы «ни в процессии, ни в украшении городов не было повода для жалоб» высокопоставленных особ16. 12.
