Abstract

In 2018, the famous Russian scientist, doctor of law, Professor, honored scientist of the Russian Federation Alexander Malko celebrates his anniversary. Professor A.V. Malko is a recognized, and not only in Russia, specialist in the field of theory of state, law and political science. His research interests are the problems of legal incentives and restrictions, incentives and benefits, privileges and immunities, prohibitions and penalties, goals and means in law, legitimate interests, lobbying and populism, legal acts and legal regimes, legal activity and legal life. Particular attention is paid to such an important category of modern law as “legal policy”, which has a decisive influence on the legal development of the country, building its full legal system.
