Abstract

The article deals with the problems of practical implementation of strategies, concepts, plans and other strategic planning documents in the field of conservation of wildlife. The priority objectives of the state environmental policy include ensuring the ecological safety of the country, maintaining the integrity and functions of ecosystems to improve the quality of life and health of the population, sustainable development of the state and society. To achieve these goals, it is necessary to preserve the functioning of natural systems, their biological diversity and the ability to self-regulate. According to the author of the article, the fulfillment of these tasks is a prerequisite for the use of natural resources by present and future generations of people.

Based on the analysis of certain provisions of the legislation on wildlife and law enforcement practice, the author argues that there is no effective and comprehensive system of strategic planning documents in Russia. According to the author of the article, the formation of an effective mechanism for the implementation of the main directions of environmental policy will ensure the transition from rational use to sustainable use of natural resources. The mechanism proposed by the author for the implementation of sustainable use of wildlife provides for the formation of an integrated approach containing measures aimed at ensuring a balance of social, economic and environmental interests of the state and society, which, of course, implies the development of an internal state policy in the field of sustainable use of wildlife in the Russian Federation. According to the author, these measures will be useful in the development of national programs for the sustainable use of wildlife; providing incentives for the transition to sustainable use; strengthening the dialogue of the authorities with the population to involve them in the process of sustainable use of wildlife objects in order to ensure a balance of economic, environmental and social interests.
