Constitutional principle of the integrity of public power and further evolution of the municipal governance in Russia: on the way from subsidiarity towards “democratic centralism”?

Abstract

The paper represents an analysis of the amendments, which were included to the Constitution of the Russian Federation in 2020, considering of the provisions that provide for the principle of integrity of the system of public power, and of the consequences of their adoption in the context of further evolution of local self-government in Russia. It is noted that last years a “vertical” of power was recreated throughout the entire chainline of public administration, and that these processes were constitutionally legitimated by the constitutional amendments of 2020. It is argued the conclusion that further evolution of local self-government in Russia, regardless to its trends to the side of “verticalization” or to the side of spreading autonomy, should be based on the human-focused fundamentals of the Russian constitutional model and on the ground of moral basics of the Russian people which are able to become a source of achieving of the social solidarity, revival of a trust between people and government, maintain a firm basis for a complete implementation of the “eternal” constitutional ideals and values.
