Abstract

The paper raises the problem of the existing gap in the water legislation concerning the closed drainage bodies of the arid zone, which often dry up and change their morphometric and hydrological characteristics. These problems are studied using the example of the Turaly lakes, the degradation of which ecosystemы has intensified in the last decade in connection with the advance from the north of the Makhachkala-Caspian agglomeration, the largest in Dagestan, and the intensified regional climate aridization. As a first step to solving the legal problem, amendments to certain articles of the Water Code of the Russian Federation are proposed.
