Abstract

The amendments to the Constitution of the Russian Federation made in 2020 changed the state-legal model of the Russian statehood, strengthening the guarantees of the realization of rights and freedoms. The process of adopting amendments and their public discussion is of interest to politicians, lawyers, and scientists. The emergence of new legal institutions, such as public authority and preliminary constitutional norm control, assignment of additional functions to the Government of the Russian Federation, expansion of the powers of the Federation Council and the granting of a new constitutional status to the State Council, predetermine a change in the Russian political design, determines the actualization of constitutional and legal studies that create the theoretical foundations of the legal content of constitutional novels.
