Abstract

Changes in space exploration technologies have led to the emergence of new types of space exploration and use, as well as to the participation of non-State actors in space activities. The existing instruments of international space law do not provide clear answers to many of the questions that arise in this regard. Especially significant problems are associated with the intention to start developing the mineral resources of celestial bodies. In the process of interpreting the Outer Space Treaty and other treaties, they are often evaluated from the perspective of today. The authors believe that the real meaning of the norms of space law can be understood only by applying an intertemporal approach, that is, evaluating contracts in terms of the law and the conditions that existed at the time of their conclusion.
