Abstract

The second part of the paper analyzes of current activities on legal regulation of control over anthropogenic emissions of greenhouse gases and aerosols at the international and national levels. Particular attention is paid to the potential for mitigating the effects of continued greenhouse gas emissions in the short term (10 - 20 years). A comprehensive approach to controlling greenhouse gas and aerosol emissions is proposed to prevent the so-called "ecological and climate paradox" (i.e., increasing the greenhouse effect with the introduction of cleaner technologies that reduce aerosol emissions without concomitantly limiting greenhouse gas emissions).
