Financial and legal transformations in the XIХ century. Alexander Is financial reforms and M.M. Speranskys Plan of Finance

The article describes the financial reforms carried out by Emperor Alexander I in the first decade of the XIX century in cooperation with his adviser M.M. Speransky; the Ministry of Finance, the State (financial) control and the State Council were formed, whose competence included the development and discussion of financial legislation.
