Abstract

The article deals with the problem of connection in the Constitutional Law of the unconditional and conditional. It is proved that the idea of a Constitutional Law is a more and more significant in this unconditional compared to conditional, but in reality, as a functioning, it is by the prevalence of conditional over unconditional. With the development of Constitutional Law, the significance of the conditional in it is constantly increasing, which negatively affects the effectiveness of the implementation of those specific functions that give it the value of the basic, fundamental branch of law.
