On the question of the legal status of the Foreign Intelligence Service (FIS) in the Russian Federation (historical and legal aspect)

Abstract

The article is devoted to the analysis of an important state body in the public administration system of the Russian Federation - the Foreign Intelligence Service. The historical path of development of the SVR in the Soviet period is traced. From the point of view of legal science, concepts such as “legitimacy”, “state expediency” and “socialist legality”, the “legal field”, etc. are considered. The conclusion is drawn about the legal basis of the activities of this body of the state, which can only be discussed since July 1992 - with the adoption of the Regulation on the Foreign Intelligence Service. The statements of the leaders of the state regarding the activities of this body are analyzed
