Abstract

The article is dedicated to the 85th birthday of a prominent legal scholar Professor K.S. Belsky. The author highlights his main works on both Administrative and Financial Law, his innovative approaches in defining administrative responsibility, the subject of Administrative Law, understanding of Police Law, the subject and system of Financial Law, developing the concept of Emission Law as a leading sub-branch of Financial Law, and other areas of scientific and pedagogical activity of the scientist.
