Abstract

In the past few years, interest in artificial intelligence (AI) technologies has been noticeable. Their application becomes a source of significant potential benefits, and implementation in the economic and social spheres can increase business efficiency, as well as improve the quality of life and well-being of society. Although some authors note concerns about possible social problems associated with job vacancies when implementing AI solutions, nevertheless, these consequences are in the long term and are inferior to those obvious advantages of implementation that can be assessed now.

 

The positions of the Russian Federation in various reports and ratings of innovative development, reflecting the current state of scientific research, development and implementation of AI solutions, demonstrate a lag, despite the strong domestic physics and mathematics school and the presence of large technology companies. Recognizing the importance of technology development as one of the drivers of economic development, as well as the need to ensure technological sovereignty in the field of artificial intelligence, officials began to formulate an agenda that stimulates the development of AI technologies in order to achieve world leadership positions.

However, the implementation of the technological agenda is impossible without the involvement of the private sector of the economy, because the development and implementation of AI solutions is ultimately implemented by business resources and the policy should be based on partnership with representatives of the high-tech industry.

The basis for such a partnership with the industry was not only financial support for the industry, but also a change in educational standards, support for scientific research, removal of regulatory barriers, etc. As a result, commercial companies are currently involved in the implementation of certain public events.

The resulting complementarity was reflected in several public-private activities in the events of which there are also issues of regulatory regulation of relations arising in connection with the use of AI technology.

The objective of this article is to investigate such activities and activities related to the development of regulatory legal acts, as well as to outline some other forms of development of the AI industry, including regulatory and technical regulation issues.
