Abstract

The relevance of the article is determined by the value of the legal policy of the Russian Empire on improving the fire safety management system. The purpose of the article is to identify contradictions in the legal regulation of the activities of police and public fire brigades in pre-revolutionary Russia. Based on the historical and legal analysis of monuments of law, evidence of contemporaries and archival materials, the author comes to the following conclusions. Reform of the fire department in Russia was conceived back in the era of the Great Reforms, but was never implemented in practice. According to the plan of the reformers with the ubiquitous establishment of public fire brigades, the efficiency of the fire brigade was to increase. However, the police were not ready for such changes and in every possible way prevented the reorganization of the police fire brigades, on the one hand, and insisted on maintaining their control over the public fire brigades, on the other hand.
