Abstract

Large-scale plans for the development of modern Russia, designated by the top state leadership of the country, formed and implemented national projects involve the systemic and effective activities of all power echelons on all levels of state structure. To a large extent, this concerns the sphere of regional power competence, the proper organization and the correct and skillful application of which is what the appropriate organization of state and the legal policy and socio-economical life of Russian Federation regions depend on. The basic law of the state provides opportunities for the relevant branches of government to make state-legal decisions on various issues of public life at the regional level, raising the level of the economy and the quality of life of the population in the constituent entities of the Russian Federation, continuing and strengthening the line of general federal state and legal policy and simultaneously showing the necessary initiative in the limits of the authority given by the Russian legislation. To what extent these opportunities are realized in practice in the constituent entities of the Russian Federation, was the subject of discussion in the format of the scientific round table. During the scientific event the prospect of developing and adopting at the level of a specific subject of the Russian Federation - the Tambov region - a doctrinal-practical document “Concept of the legal policy of the Tambov region” based on the consolidation of the efforts of the scientific community and representatives of the legislative, executive and judicial branches in the region was discussed. The Scientific and Educational Center “State and legal policy of modern Russia”, created on the basis of Derzhavin Tambov state University (in the structure of the Research Institute of state and legal studies of the University) together with the Saratov branch of the Institute of State and Law of the Russian Academy of Sciences were proposed to coordinate the work.
