Abstract

The article deals with the problems of interaction between civil society and the state at the present stage of their development.

New forms of public participation of citizens in the state and municipal administration are analyzed. The practice of forming civil society institutions in the constituent entities of the Russian Federation is summarized. The features of the creation and functioning of the system of interaction of public associations and public authorities are investigated. It outlines the main organizational and legal instruments and mechanisms for consolidating public interests in order to form a mutually responsible partnership of public chambers and public authorities in the regions.

Proposals are made to improve the existing federal legislation on the legal regulation of public control over the activities of state authorities and local self-government bodies, the definition of concepts of subjects and objects of public control, the establishment of a procedure for public examination of normative legal acts, decisions, actions (inaction) of public authorities.
