Abstract

The article analyzes the interaction of legal norms and religious in a secular state.

It is argued that in a secular state there should be no separation of the rules of law and religious precepts, but, on the contrary, their integration. The lack of legal regulation of relations related to religion, as well as inconsistent and non-systematic regulation of them, can lead to abuses by the state, its bodies and officials against religious organizations, believers, violation of the rights of citizens to freedom of conscience and religion, discrimination, and direct interference of religious organizations in the activities of the state, forced "conversion", religious extremism.

A model of legal regulation of relations related to religion at the domestic level in a secular state and ways to optimize the legislation in the analyzed area are proposed.
