Abstract

The article is devoted to the analysis of the theoretical origins of the concept of the State of all the people presented in the project of Communist Party’s Program of 1947. This concept born in the Stalin’s think-tank was implemented in the III Communist Party’s Program adopted in 1961. The author confirms that among the most important sourses of the new highest principle of the Soviet State we should to suppose a number of conceptual innovations introduced gradually just since 30’s – the theoretical abolishment of the dictatorship of the proletariat; the establishment of the classless society; the reconceptualization of the party as the advance-guard of the people (not  proletariat), introduction into the political practice of innovation “a bloc of Communists and non-Party people” as a new principle of unity of the Soviet people.
