Abstract

The crisis in Belarus has demonstrated a drastically changed model of organization and governance of socio-political processed in the post-Soviet geopolitical space. Post-election crisis in Belarus has emerged definitely as the result of long-term internal developments that were negatively emphasized by a number of short-term factors starting with the consequences of coronavirus pandemia and concluding with the overwhelming confidence of the leadership in the effectiveness of the previously used methods of the administration of the socio-political processes. The situation in Belarus was aggravated by the simultaneous degradation of both model of economic development and the model for providing of political stability. That internal factors coincided with the absence of understanding by Belarus leadership of the changes of the nature of the geo-economic environment in the region resulting from the intensification of the tensions inside the European Union and the desire of the US to implement the potential for influence on the countries of the New Europe that strive for the status of independent geopolitical and geo-economic players. The situation in Belarus is important for Russia and other countries of Eurasia because despite the unique features related to the specifics of not only political but also social situation in Belarus the post-election crisis and protests generally reflect global trends and targeted towards the vulnerabilities that could be found in many Eurasian countries.

1 Введение Центральным узлом сегодняшнего глобального геополитического и геоэкономического развития современного мира стали процессы регионализации мировой экономики, встречающие противодействие со стороны США. Для США регионализация глобальной экономики и, как следствие, - политики будет означать утрату значительной части потенциала глобального влияния. Они пытаются сдерживать возникновение относительно самодостаточных экономических систем в важнейших регионах мира. В рамках такого подхода США отходят от классической для американской внешней политики концепции формирования управляемого в соответствии с американскими интересами и подходами мирового порядка [Киссинджер, 2017]. Американская политика начинает допускать «хаотизацию» в регионах, которые могут быть важными для конкурентов Вашингтона, но не могут быть поставлены под американский контроль. Это изменение модели не было в достаточной мере отрефлексировано другими игроками в системе международных отношений, не исключая Россию, Китай и страны «старой Европы», что и привело к просчетам в оценке целеполагания США (даже с учетом раскола американской элиты) в последние полтора-два года.
2 Иными словами, перспективам глобального «беспорядка», транзитирующего сейчас из экономической в социальную экономическую сферу1 США стремятся противопоставить подход, основанный на фрагментации глобальной «повестки дня» и формирования локализованных систем взаимодействия, основанных на различных принципах [Хаас, 2019]. Это фактически, означает проведение принципов не просто «двойных стандартов», а «ситуативных стандартов» в зависимости от приоритетности той или иной страны или направления. ого политического стандарта, что сохраняет за США максимальную свободу рук в каждой отдельной ситуации. Республика Белоруссия в силу своего географического положения и характера политических и социальных процессов является важным элементом формирования самодостаточного регионального геоэкономического пространства в Евразии, но в силу характера внутренних процессов и отношений с внешними силами не может быть поставлена под контроль коалиции, где доминировали бы США. 1. 3 С учетом вышесказанного автор формулирует следующую гипотезу. Поствыборный кризис в Республике Белоруссия должен рассматриваться – безусловно с учетом уникальности целого ряда условий – в принципиально новом контексте развития ситуации в Европе и Евразии. И с этой точки зрения он методологически и политически важен, как индикатор новых аспектов развития и новых социальных процессов, важных для Евразии в целом. Уникальность, нетиражиреумость политического кризиса в Белоруссии не должна переоцениваться.

5 Кризис в Республике Белоруссия не может рассматриваться в качестве исключительно изолированного эпизода, связанного лишь с политическими и даже с социально-политическими просчетами руководства страны.
