Abstract

The heat generating industry of Russia experiences a difficult period: increased wear of the infrastructure (currently about 70 %), a third heat rates of thermal power plants has fulfilled his statutory term. The number of small natural gas-fired boilers is growing, but it does not give the desired result: together with the underutilized CHP plants, less efficient and more expensive boilers are operating, which leads to an excess of the heat tariff in comparison with the CHP plant by two to three times. Instead of reconstruction and construction of heating networks the decision on construction and commissioning of new boiler rooms is made that also leads to additional growth of tariffs and budgetary subsidies. As a result, the load falls on the end user. The question of motivating a potential investor in the industry with the introduction of a new price model of an “alternative boiler house” remains open.
