Abstract

The article offers methodological approaches to the study of features and differences in the population's assessments of living conditions in the regions of Russia. An attempt is made to build aggregated indices that characterize the economic growth potential, the aggregate opinion and estimates of the population of regions, the social concern of citizens and the level of public security. For this purpose, we use data from special sociological surveys and official statistics on 47 subjects of the Russian Federation. Aggregated indices are calculated using the principal component method. Statistical relationships between the constructed indices are investigated, a regression model is constructed that characterizes the dependence of the population's satisfaction on living conditions from the level of economic potential, concern and trust to law enforcement agencies. A comparative analysis of the possibilities of economic growth of regions, levels of satisfaction and concern of the population is carried out. The dynamics of economic potential growth in the regions of the Russian Federation is also analyzed, taking into account the possibility of forecasting and application in social management.

1 1. ВВЕДЕНИЕ
2 Успешное социально-экономическое развитие России предполагает целенаправленное и серьезное обоснование принимаемых решений на всех уровнях социально-политического и хозяйственного руководства. Совершенно ясно, что для этого необходимо наличие обратной связи, т.е. получение адекватной информации о положении дел на местах, результатах управления в широком смысле этого слова. Общество, как и различные органы власти, должны знать ситуацию, в которой мы все находимся.
3 В нашей стране тема анализа различных сторон жизни общества не теряет своей актуальности, особенно в связи с действием негативных факторов, связанных с замедлением экономического роста, снижением реальных доходов населения, возникновением протестных настроений. Российские ученые уделяют немало внимания разработке теории, концептуальным подходам, а также конкретному анализу условий и качества жизни людей. Подчеркивается различие между объективными показателями официальной статистики и субъективными оценками жизни со стороны самого населения. Существенный вклад в методологию и практические рекомендации внесли известные российские исследователи (Айвазян, 2012; Заславская, 2004; Осипов, 2002; Римашевская и др., 2012). Из зарубежных исследователей жизни общества в связи с нашей проблематикой можно упомянуть (Дзоло, 2010; Луман, 2007; Маслоу, 1999).
4 Поскольку конечной целью функционирования нашей экономики является улучшение условий жизни людей, рост благосостояния и социальная стабильность, то соответствующая используемая информация об этом должна быть не только правдивой, но и иметь вид, понятный для лиц, принимающих решения.
5 К сожалению, сложность, разноплановость и многообразие жизни отражается в огромном числе показателей разной природы, характера и способов получения. Это существенно затрудняет понимание происходящего и принятие правильных решений. Все это требует от научных дисциплин оптимального отражения реальных проблем в социально-экономических условиях жизни населения.
6 В современной научной литературе большое распространение получило использование различных индексов, аккумулирующих значения разных показателей и отражающих всю их совокупность (Айвазян и др., 2016; Балацкий, 2005; Волкова, 2010; Давыдов, 1995; Иванова, 2017). Внимание ученых к проблеме построения интегральных индексов было в значительной степени обусловлено стремлением экономистов и политиков научиться грамотно сравнивать жизнь людей в разных странах, чтобы можно было судить о том, где жизнь лучше, а где хуже. Благодаря работам в первую очередь (Сена, 2010; Десаи, 2002) и некоторых других, в ООН стали использовать для сопоставления стран не только ВРП на душу, но и индекс развития человеческого потенциала (ИРЧП), отражающий продолжительность жизни, уровень грамотности, образование и реальные доходы. Наряду с этими индексами используются индексы качества жизни, бедности и т.п.
