Abstract

The article examines the impact of COVID-19 on Africa and the participation of the world community and BRICS in particular in the fight against the pandemic and its negative consequences for the continent. Special attention in the article is paid to assistance of such BRICS countries as China, India and Russia to Africa in this fight. The aim of the paper is to estimate the measures provided by the BRICS countries in overcoming the COVID-19 crisis in Africa. The pandemic has damaged not only the health of the population, but also the African economy, where the recession was recorded for the first time in 25 years. The main reasons for decline were the reduced demand for traditional export goods, exodus of capital from Africa, the collapse of air traffic and tourism as a result of closing the frontiers and reduction in the volume of transfers of the Africans working abroad. The deterioration of economic situation in African countries led to growth of poverty and hunger. In 2020, Africa has lost the achievements in reducing extreme poverty that it has been able to reach since 2015. Attempts to solve pressing economic problems by borrowing abroad have led to the growth of external debt. In the crisis situation, the assistance of the international community, including the expansion of the “Eastern vector” of African foreign policy, the important element of which is cooperation with the BRICS countries, becomes relevant for Africa.

2 О первых случаях заболевания новым вирусом в Африке сообщалось 14 февраля 2020 г. Отмечалось, что случаи заражения – единичны. Однако 23 марта зараженные были уже в 27 странах. 30 марта было зарегистрировано 4847 заразившихся и 155 умерших. Более половины носителей приходилось на четыре страны: ЮАР, Египет, Алжир и Марокко. [Дейч, 2020, с. 60]. А в мае заболевшие были уже в 54 странах Африки.
3 Пандемия коронавируса отчетливо выявила плачевное состояние африканского здравоохранения. Африка импортирует 94% лекарств, а 71 государство запретило или ограничило экспорт препаратов для борьбы с COVID-19. В Африке оказалось в наличии 1.8 больничных коек на 1000 человек. Серьезная проблема – нехватка медицинского персонала: на 1000 человек приходилось, в среднем, 0.2 врачей. [Policy, 2020, p. 12]. Ситуацию дополняли скученность населения городов, антисанитария, нехватка питьевой воды, плохое питание, распространение таких болезней, ослабляющих иммунитет, как ВИЧ и малярия, от которых на континенте ежегодно умирает соответственно около 700 тыс. и около 400 тыс. человек.
4 По состоянию на 25 декабря 2020 г. численность заболевших в мире составила 79.9 млн. человек, т.е. 1% из 7.8 млрд населения Земли, из которых 52.4 млн. человек, или 66% выздоровели, а 1.8 млн, или 2% умерли [COVID-19, 2020]. На этом фоне степень распространения новой инфекции в Африке оказалась значительно ниже, чем на других континентах. На ту же дату из 1282 млн африканцев заболели 2.6 млн, или 0.2% всего населения, из которых 2.2 млн, или 83%, выздоровели, а 61.9 тыс., или 2%, умерли. Летальность в Африке от СOVID-19 оказалась ниже, чем в других странах: в августе 36 умерших на 1000 зараженных [Coronavirus in Africa, 2020].
5 Одна из причин, объясняющих ограниченное распространение СOVID-19 в Африке, – возрастная структура населения, характеризующаяся существенно большей, чем на других континентах, долей молодежи, имеющей повышенный иммунитет. Медианный возраст населения – 18 лет, и лишь 2% африканцев – старше 65 лет.
6 В числе других причин:
7 – жаркий климат континента, препятствующий, по мнению специалистов, распространению SARS-CoV-2;
8 – большая в сравнении с другими регионами мира доля сельского населения, характеризующегося низкой плотностью;
9 – невысокая мобильность населения (африканцы составляют лишь 2% международного пассажиропотока; значительная их часть редко выезжает за пределы города или сельского района);
10 – вакцинация населения от туберкулеза вакциной БЦЖ, снижающей, по мнению врачей, заболеваемость СOVID-19.
11 Некоторую роль, как ни парадоксально, играет и низкий уровень развития медицины на континенте. До пандемии в Африке было всего две лаборатории для проведения тестов: в Сенегале и ЮАР. Диагностикой была охвачена незначительная доля населения, причем существенная часть молодежи, зачастую переносящей вирус бессимптомно, не попала в число зараженных.
