Abstract

The COVID-19 pandemic has had a profound impact on the United States and the world. If, as of May 2021, there are more than 33 million Americans in the United States, i.e. each of 10 were infected with severe acute respiratory coronavirus 2 (SARS-CoV-2), which was confirmed by relevant documents, then on August 5 of this year, 35 392 660 confirmed cases of the disease were recorded in the country (200 670 720 worldwide), 615 144 confirmed deaths in the United States (4,263,828 worldwide) and 347,907,126 vaccine doses administered in the United States (4,303,303,528 worldwide). Moreover, it is noted that the true percentage of the infected population may never be known with certainty, given the large proportion of unreported cases, but this number is likely significantly higher than the number reported in official reports. The figures testify to the scale of the existing acute crisis state of affairs in the sensitive social sphere - health care, which is difficult to isolate into one segment of the life of society and the country.

The August Gallup poll (August 2-17, 2021) was conducted against the backdrop of a sharp resumption of the coronavirus pandemic due to its highly infectious delta variant. The result showed a significant increase in the proportion of Americans citing COVID-19 as the most important problem facing the country, because this part is doubling and the topic itself is again becoming the most cited common for all.

Recognizing the current surge in the incidence in the country, it is noted that it is "unlike" any previous wave, it is emphasized that the two-month surge in the "delta variant" coronavirus has caused a sharp increase in public fears about the infection, undermined the credibility of the leadership of President J. Biden and renewed disagreements over authority over vaccines and masks. At the same time, the Biden - Harris democratic administration is making dynamic efforts to combat the coronavirus pandemic in its new round, laying guarantees for the upcoming overcoming of possible tests.

Если по состоянию на май 2021 г. в США более 33 миллионов американцев (то есть каждый десятый) были инфицированы тяжёлым острым респираторным коронавирусом – 2 (SARS-CoV-2 – ОРВИ-КОВ-2), что было подтверждено соответствующими документами [2], то 5 августа текущего года в стране было зафиксировано 35 392 660 подтверждённых случаев заболевания (200 670 720 по всему миру), 615 144 смертельных случаев от него в США (4 263 828 – по всему миру) и 347 907 126 доз вакцины, введённых в США (4 303 303 528 во всём мире). Мрачная веха пандемии – один из пятисот американцев умер от СOVID-19 [3]. Цифры свидетельствуют о масштабах острокризисного положения дел в чувствительной социальной сфере – здравоохранении, которую трудно вычленить в один отчуждённый сегмент жизни общества и государства.
3 Проблемы здравоохранения и борьбы с пандемией оказались в приоритетах 46-го президента США Дж. Байдена в силу понятных объективных обстоятельств как в период президентского марафона, так и в «традиционные первые сто дней правления» победившей Демократической партии на выборах 2020 г. [Шведова Н.А., 2021]. Цифры по состоянию на январь 2021 г. свидетельствовали: в США проживает лишь 4% населения земного шара, а на страну приходится 25% случаев заболевания COVID-19 в мире и 20% всех летальных исходов от коронавируса [4]. План из 12-ти исполнительных мер, подготовленный президентом Дж. Байденом для решения главного пункта в повестке, – обуздания пандемии COVID-19 – был безотлагательно принят. Бюджетный план Дж. Байдена предусматривал значительное увеличение финансирования здравоохранения, образования, мер по защите окружающей среды.

Уже к концу мая 2021 г., с двухмесячным опережением собственного плана, администрации удалось создать достаточно доз вакцины для каждого взрослого американца . А ранее (08.03.2021) в руководстве для вакцинированных американцев, выпущенном центрами по контролю и профилактике заболеваний, пожилым родственникам было разрешено встречаться. Известно, что президент Дж. Байден подписал закон «О новом коронавирусном спасении» (The American Rescue Act) (март 2021 г.), который предусматривал выделение 1,9 трлн долл. на помощь в борьбе с пандемией, предоставив многим американцам чеки на сумму 1400 долл., увеличивал выплаты по безработице и вводил другие программы, нацеленные на преодоление кризисного экономического тупика [5].
5 Открытие федерального страхового сайта Healthcare.gov на фоне пандемии коронавируса – среди первостепенных мер: объявлен специальный период регистрации для «Обамакэр», федеральных рынков, торгующих планами медицинского страхования в соответствии с этим законом, снижены барьеры для присоединения к программе медицинского вспомоществования «Медикейд». Архиострая потребность американцев получить медицинскую страховку в ситуации пандемии обретала всё более мрачное звучание, поскольку она парализовала доступность к медицинскому обслуживанию, лишив миллионы американцев страхового медицинского покрытия вместе с потерей работы в результате экономических кризисов.
