Abstract

The emergency situation caused by the spread of the coronavirus infection in the United States created particular conditions for the functioning and interaction of the country's authorities. The need to effectively tackle emerging problems of critical importance required coordinated interaction of different levels of government such as national, state, and local ones. The ability of various authorities to implement crisis management in a coordinated and dynamic manner was tested. The situation has proved that the way how territories and the country as a whole deal with the dramatic issues of a current moment depends on concurrence of priorities and coherence of actions taken by officials of various levels and jurisdictions. The large-scale challenges of the 2020 pandemic have required a revision of some existing management mechanisms and approaches and the development of new ones.

During this period complicated relationships between various political figures could be observed. At times disagreements have surfaced between representatives of federal and regional administrations, including those between the president of the country and the heads of some states, as well as within the regions – between governors, heads of local governments, and other elected and appointed officials.

Some legal aspects of interaction between government bodies have been also tested. The severity of the crisis caused by the spread of the coronavirus infection required a prompt response to the situation, which, in turn, implied the clear understanding of the areas of responsibility and powers of various government entities.

The conditions of a large-scale crisis have demonstrated the strong dependence of states and municipalities on decisions taken by higher levels of government, even despite their independence in a fairly wide range of areas.

The complex pre-election situation in the United States of the 2020 year became a factor that had a huge impact not only on the socio-political situation in the country, but also on the course of the fight against the pandemic. The division along party lines was clearly manifested both in the perception of the degree of threat and in the approaches to combating it.

ВВЕДЕНИЕ
2 Пандемия коронавирусной инфекции 2020 г. принесла с собой проблемы медицинского характера поистине планетарного масштаба. Наименьшее, что можно об этом сказать, только то, что они стали настоящим испытанием для национальных систем здравоохранения многих стран, в большой степени и для США. Однако проблемы в сфере медицины стали далеко не единственным проявлением масштабного системного кризиса в стране. Трудно назвать ту область, которая оказалась бы незатронутой развернувшимися трагическими событиями. Экономика и финансы, культура и образование, международные отношения и торговля, национальная безопасность и правовое поле – все эти направления оказались подвержены серьезному тестированию на прочность.
3 Возникшая ситуация стала настоящим вызовом не только для отдельных людей, семей и общин. Правительственные структуры и организации различных уровней и профилей также переживают непростой период турбулентности, вполне объяснимый уровнем сложности проблем, с которыми им пришлось столкнуться.
4 Достаточно очевиден тот факт, что взаимодействие властных структур в период развернувшейся пандемии приобрело критически важный характер, ибо от слаженности и координированности их работы зависят жизни и благополучие многих миллионов людей. Во время масштабного бедствия механизмы «обычной жизни» не всегда эффективны; в дополнение к ним – а иногда и на смену – приходят подходы и методы периодов чрезвычайных ситуаций. Особую значимость приобретают такие составляющие процесса принятия решения, как быстрота реагирования и способность к прогнозированию, эффективный отбор и анализ разносторонней, порой противоречивой информации, умение и смелость, когда того требует ситуация, принимать нестандартные решения и в то же время следовать утверждённым нормам и правилам.
5 Можно наблюдать, что многие управленческие алгоритмы рождаются в оперативном порядке, как отклик на динамично меняющуюся ситуацию. Руководители разных уровней и направлений не стесняются повторять, что с задачами, близкими по значимости к возложенным на них сегодня, им не приходилось иметь дело ранее.

7 Отношения между федеральным правительством и администрациями штатов стали одними из самых неоднозначных в системе внутриполитического взаимодействия в период развернувшейся в США эпидемии коронавирусной инфекции.
8 Отметим прежде всего, что зависимость отдельных штатов от мер, предпринимаемых федеральным правительством, в периоды чрезвычайных ситуаций весьма велика. Многие процедуры, среди которых выделение финансов из национального бюджета на неотложные меры по борьбе с распространением эпидемии и поддержку населения и экономики, введение ограничений на внешние перемещения населения и контакты с зарубежными странами, инициирование обязательного производства предприятиями страны критически важной продукции, распределение между штатами и территориями материалов и оборудования из национальных стратегических запасов, находятся в сфере ответственности федерального правительства.
