Abstract

The research looks at attempts by Egypt under the President al-Sisi rule to lobby the U.S. government and Congress. The author explores lobbyists registration statements pursuant to the Foreign Agents Registration Act of 1938 and service contracts with Egypt's authorities. The goal of this research is to identify means and ways of lobbying and willing consequences.

The lobbyists were hired to identify key decision makers in the U.S. government who may impact the U.S.-Egypt relations, and facilitate meetings with those individuals. Behaviour of Egypt's lobbyists demonstrates links with some pressure groups. The lobbyists used mainly influencing the Administration of the U.S. and lawmakers in Congress and influencing a general public by media outlets. The main fields of lobbying were: supporting of the U.S. military and economic aid; easing of the U.S. anxiety for unlawful or arbitrary killings by the Egypt's government or its agents, interference with the rights of peaceful assembly and control of authorities over registration and financing of nongovernmental organizations (NGOs).

Main arguments of the lobbyists were: the U.S. should help it's key ally in the Middle East to fight domestic and regional terrorism, to build the institutions of an inclusive democratic state and the U.S. should keep the military aid flowing lest Egypt become a failed state.

The author states that Cairo’s “strategic relationship” with Washington helped lobbying but main obstacle was an oppression American and other foreign NGO in Egypt. The only revision of charges on American NGO's employees improved bilateral relations. Also, the case study reveals that the lobbyists used limited ways of influencing and only some pressure groups were engaged. They didn't try influencing via legislation and grassroots, didn't influence opinion makers through personal ties. The attempt to use expert influence have revealed a lack of understanding of how the expert community works. There is no sign of a common Arab agenda in Egypt's lobbying in the US. But there are signs of close cooperation between Egypt and the UAE.

2 Системный подход, используемый в данном исследовании, позволяет установить цели, средства и механизмы влияния на американскую политическую систему египетских лоббистов, оценить эффективность их действий и нанятых ими групп давления. Оценка эффективности основывается не столько на соотношении результатов к затраченным средствам, сколько на степени достижения результата. Исследование египетского опыта лоббирования важно и с практической точки зрения, когда речь заходит о попытках продвижения российских интересов в Вашингтоне и поиске тех элементов, которые можно заимствовать из системы лоббирования китайских, израильских, турецких интересов и других лобби. В первом приближении у Каира и Москвы, несмотря на множество различий между странами и их интересами, стартовые условия для лоббирования в США похожи. Как и РФ, Египет подвергается критике за отступление от норм демократии и нарушение прав человека. Есть и другие аналогии. Египетские интересы для США точно не стоят на первом месте в сравнении, например, с израильскими или китайскими. Суммы, которые Египет считает возможным потратить на лоббизм, также сравнимы с российскими [Перегудов С.П. и др., 2009].
3 Когда идёт речь о лоббировании внешними игроками решений, принимаемых законодательной или исполнительной ветвью власти США, представляется важным исследовать взаимосвязанность интересов США и интересов внешних сил и влияние этой взаимосвязи на процесс лоббирования. Китай, например, использует для продвижения своих интересов в США сильную взаимозависимость бизнеса и возможности своей диаспоры [Wagreich S., 2013: 130-160]. Эффективность израильского лоббирования объясняется сродством стратегических интересов на Ближнем Востоке и встроенностью произраильского лобби в американский политический механизм, не говоря уже о том, что формальная часть произраильского лобби (Американо-израильский комитет по связям с общественностью) существует в исключительных условиях и не подпадает под действие закона «О регистрации иностранных агентов» (Foreign Agents Registration Act of 1938, FARA) [1].
4 У Каира тоже есть свои рычаги: он по-прежнему играет роль в определении будущего палестинских территорий, является частью договорной конструкции безопасности Израиля, а также борется с ячейкой «Исламского государства» на Синайском полуострове.
5 В 2011 г., приветствовав «арабскую весну» в Египте и признав М. Мурси законной властью, США попытались выстроить отношения с новыми властями, даже когда были закрыты американские НПО, а их сотрудники арестованы [Aftandilian G.L., 2013: 8]. Свержение «Братьев-мусульман» и арест М. Мурси Вашингтон признал военным переворотом и не спешил восстанавливать отношения с возродившимся режимом военных. На время были приостановлены поставки вооружений, последовали обвинения в нарушении прав человека и призывы защитить от геноцида христиан-коптов и езидов [2]. Более того, государственные репрессии, ударив по «Братьям-мусульманам», затем распространились на широкий круг оппозиции и гражданских активистов. По мере преследования любых оппозиционных групп нарастала критика египетского президента ас-Сиси со стороны Вашингтона. Всё это характеризует обстановку, непосредственно влияющую на лоббирование египетских интересов в США. Отношения улучшились при Д. Трампе. Вступив в президентскую гонку 2016 г., Трамп называл ас-Сиси «фантастическим парнем, который всё сделал, как надо» [3]. Ас-Сиси был дважды принят Трампом в Белом доме – в 2017 и в 2019 г. Однако при всём взаимопонимании с Д. Трампом внутреннюю политику президента АРЕ серьёзно критикует Конгресс США. Именно на изменение его позиции в первую очередь направлены действия египетских лоббистов.
