Abstract

The purpose of this article is to provide a valid argument in defense of the author's scientific hypothesis that US arms sales have many negative consequences for international security. The analysis is carried out at three main levels. The article begins with an assessment of the main parameters of the global arms trade. It then examines the provisions indicating the growing role of arms sales in U.S. foreign policy, identifies the associated risk factors for stability and security at regional levels. In conclusion, the policy in the field of arms sales pursued under D. Trump is considered. The main attention is paid to the consideration of the decisions of the U.S. President that weaken the control over arms exports, the reasons and nature of the contradictions between his administration and the Congress on arms export issues are analyzed, and threats to international security posed by the U.S. strategy of arms sales are assessed. A definite novelty of the proposed study is a comprehensive analysis of quantitative indicators and a specific strategy of the American leadership in the field of arms sales. The use of the systemic approach has made it possible to view the global arms trade as a relatively holistic and stable set of interrelated elements.

ВВЕДЕНИЕ

2 Увеличение продаж оружия находится в центре внимания внешней политики США. В подписанной 19 апреля 2018 г. президентом Дональдом Трампом директиве о политике по поставкам обычных вооружений в интересах обеспечения национальной безопасности определены основные цели экспорта американских вооружений. Среди них можно выделить: усиление военных союзников и динамичное развитие оборонной промышленности США, в которой в настоящее время занято более 1,7 млн человек [1].
3 Для достижения этих целей США планируют сохранить и расширить своё глобальное влияние, укрепить экономику, стимулировать научные исследования и разработки, повысить конкурентоспособность на ключевых рынках вооружений и сохранить способность ограничивать торговлю оружием со стороны других стран. По мнению администрации Д. Трампа, это поможет укрепить лидирующие позиции США в области международной безопасности, включая борьбу с терроризмом, борьбу с наркотиками, укрепление региональной стабильности и повышение безопасности на море и на сухопутных границах. Правительству даны поручения, направленные на расширение торговых возможностей американских компаний и увеличения объёмов торговли оружием, в том числе путём упрощения нормативно-правовой базы.
4 Этот подход стал объектом критики со стороны многих политологов. К примеру, независимый эксперт Всемирного фонда мира (World Peace Foundation) Уильям Хартунг полагает, что на практике меры по «упрощению нормативно-правовой базы» приведут к ускорению процесса рассмотрения крупных продаж оружия, но при этом станут причиной игнорирования проблем региональной безопасности, прежде всего, на Ближнем Востоке [2].
5 Можно согласиться с его прогнозом, что новая политика продажи оружия, которая также предписывает американским дипломатам выступать за экспорт оружия США в качестве основного аспекта их должностных функций, неминуемо приведёт к повышению роли экспорта вооружений во внешней политике Вашингтона. Добавим, что подобное «упрощение нормативно-правовой базы» создаёт реальную опасность того, что США станут ещё больше пренебрегать интересами международной стабильности, усиливать напряжённость и способствовать гонке вооружений, особенно в Тихоокеанском регионе и на Ближнем Востоке.
6 Принятие администрацией Д. Трампа новой политики в области продаж вооружений стало лишь первым шагом в серии мер, которые, как считают многие аналитики, будут очень практичными инициативами, ориентированными на результат и направленными на активизацию работы правительства США по поддержке и расширению оборонной промышленной базы. На это указывают выявленные в исследовании отличительные факторы американского участия в международной торговле оружием.
