Trump vs Biden: Elections that Divide the Nation (Split Tactics vs Solidarity Approach)

Abstract

The article analyzes the reasons for the radical changes in the indicators of the presidential race in the United States that occurred in May-June 2020. In contrast to the economic problems caused largely by the consequences of the coronavirus pandemic, the country was swept by shocks provoked by police actions. The latter exposed the defects of socio-political relations in the country, expressed in mass protests against ingrained social practices of a racist nature. The outbreak of the anti-racist movement has received support from ideologically close groups fighting discrimination on ethno-religious grounds, in particular, manifestations of Islamophobia, which the Trump administration has often been accused of encouraging. In the article, the author shows how the merger of these two waves of protest significantly undermined the rating of the incumbent president. Opponents accuse Trump of openly supporting the "white majority" and of deliberately using the tactics of splitting American society into "whites" and "colored". The team of the Democratic candidate Joe Biden took advantage of the aggravated situation: in the hope of getting votes from representatives of ethnic and religious minorities, it relied on a solidarity approach. A symbol of this was his choice as candidate for the vice president of Kamala Harris, a Senator, native of the afro-american community. Polls immediately showed a jump in approval ratings for this line which sharply increased Biden's chances of taking the seat in the White House.

Пандемия ковид-19 (COVID-19) основательно «встряхнула» мироустройство: под ударом оказалась сама идея глобальной экономики, набравшая обороты в первом десятилетии XXI века и сулившая странам взаимовыгодные перспективы развития; видоизменяется система международных отношений и государственного управления «на местах». Вместе с тем тематика пандемии, ставшая долговременной и едва ли не основной в общем информационном потоке, не затмила резонанс президентской гонки в США и главной её интриги – сумеет ли Дональд Трамп сохранить за собой кресло в Белом доме на второй срок.
2 Примечательно, что несмотря на всю специфику проведения предвыборной кампании, обусловленной стремительным распространением коронавируса по территории США в первой половине 2020 г., динамика гонки продолжала нарастать и в условиях разразившегося внутриполитического кризиса на расовой основе.
3 Отметим, что критические настроения в США в адрес действующего президента аккумулировались, начиная с первого же месяца пандемии после инцидента в Миннеаполисе и развернувшегося затем движения «Жизни чёрных имеют значение» [1]. Но и «спарринг-партнёр» Д. Трампа Дж. Байден также не мог похвастаться устойчивостью рейтингов из-за отсутствия ярких предвыборных жестов, поскольку по большей части находился в изоляции в бункере собственного дома. Однако после событий в Миннеаполисе1 ситуация резко изменилась для них обоих: для Д. Трампа значительно усложнилась, что моментально сказалось на уровне его популярности, в то время как Дж. Байден автоматически укрепил свою «сильную сторону» – поддержка его кандидатуры в среде афро- и арабо-американских избирателей возросла, и на первый план общественных дискуссий вышли такие выигрышные для него темы, как «расовое неравенство», «системный кризис», «кризис института президентства». 1. 25 мая 2020 г. в Миннеаполисе (штат Монтана) в ходе полицейского рейда погиб чернокожий американец Джордж Флойд. Момент его гибели в окружении нескольких белых полицейских был заснят на видео очевидцами и выложен в социальные сети. На следующий день на месте гибели Флойда была развёрнута общественная акция “Жизни чёрных имеют значение”, распространившаяся в дальнейшем на другие штаты и крупные города.

Фактор экономического спада вследствие локдауна мог бы стать решающе негативным для любого американского президента, претендующего на следующую каденцию. Трамп в этом смысле не исключение: обрушены главные показатели «триумфа» его правления – достижения в экономике, на которых держался до пандемии имидж «успешного лидерства». Малоубедительно выглядят и усилия нынешней команды президента обнадёжить избирателей путём задействования в предвыборной риторике положительных новостей. Статистические данные неутешительны: рост безработицы уже к июню текущего года достиг 13,5%. Общие оценки экспертов на перспективу в целом категоричны и полны пессимизма. Помощники президента по экономике целенаправленно смягчают ситуацию оптимистичными комментариями: мол, «имеется много зелёных индикаторов», «экономика США находится в переломном моменте», «экономика вступила на путь восстановления, и во второй половине года ожидается рост в 20%» [2]. Эти посулы, однако, звучат расплывчато и не подкрепляются проверенными данными.
