Abstract

This article ends the mini-series, which consists of three articles. Two of these were published in issue 10 (2019) and issue 5 (2020) of this magazine under the titles "Two Scenarios of U.S. - European Relations" and "Search for a Strategy: the United States and Western Allies in the UN Security Council under D. Trump". These two articles were about strategic cooperation between the United States and its leading allies (United Kingdom, France and Germany) in Europe. This article is dedicated to the operational tactical level. The aim was to research the principles and approaches, as well as to determine to what extent they agree and to what extent they differ from each other and what these similarities and differences can lead to. Principles are understood to mean certain complexes of ideas with the help of which international relations can be organized. The so-called American material was divided into three groups: the North Korean nuclear weapons problem, the peace solution for Afghanistan and African problems. As for the European material, the choice of the author was different. He explained an algorithm used by the United Kingdom, France and the Federal Republic. The continuation of scientific work in this problem area is also of practical importance. The Russian Federation can then try to influence the current trends with the help of the community of experts and fill them with the content that takes into account the Russian viewpoint. The article consists of a methodological subsection, four main subsections and a conclusion. The article has a discussion character.

Изучение принципов и подходов к региональным проблемам, которыми заняты страны коллективного Запада, позволяет рассмотреть оперативный уровень сотрудничества США с Великобританией, Францией и ФРГ с точки зрения ценности данного сегмента отношений в очередной период трансформации национальных государственных моделей и системы международных отношений, определить перспективы сбалансированного сотрудничества Соединённых Штатов и их ведущих европейских союзников.
2 С учётом того, что международная среда представляет собой организованный во времени и пространстве сложный постоянно (видо)изменяющийся континуум связей, процессов и участвующих в них в центре и на периферии акторов, выводы, полученные при преференции одного процесса, актора или их группы, являются лишь гипотезами и не могут претендовать на универсальность. Последнее замечание обязывает автора сделать три пояснения – институционально-содержательного, пространственно-содержательного и терминологического характера.
3 Совет Безопасности ООН превратился в международный корпоративный орган, в котором происходят подготовка и согласование возможных на данный временной период подходов и решений. Во всякой корпорации имеются те, кто остаётся довольным её работой и готовым, пусть и медленно, но идти эволюционным путём, отстаивать принципы уставных документов и значение сложившихся структур. Однако присутствуют и противники так называемых полумер, для которых перспектива эволюции может, по их оценкам, сопровождаться ненужным распылением сил и приводить к потере влияния. Они заинтересованы в актуализации стратегического поиска, а может быть и в появлении альтернативных (конкурирующих) корпораций.
4 Благодаря утвердившимся с помощью корпоративности традициям и инструментарию дискуссии вокруг стратегической направленности [Синдеев, 2020] можно приостановить, если повысить эффективность оперативного, или тактического, уровня, а параллельно и информирование общественности о достигаемых результатах. Тогда нежелательные последствия реформ наверняка перевесят неочевидные перспективы «радикального улучшения» международной среды. Исходя из этого, американо-европейские контакты в Совбезе ООН в ракурсе разрешения региональных проблем дают возможность проанализировать потенциал и границы действий сторонников эволюционного развития.
5 Что касается западной цивилизации, то, с одной стороны, речь применительно к ней идёт о географическом, историческом, политологическом, экономическом и культурологическом явлении, где в качестве объединяющих начал выступает субстрат индивидуальных и коллективных идей, воспоминаний, непрерывно переживаемого и привычного, который обобщённо принято называть идентичностью и который оказывается сплетён сетью разнообразных институтов и процессов. С другой стороны, те же переживаемые и привычные феномены не представляют единых для всех стран и культур категорий. Западная цивилизация, таким образом, многомерна и априори полицентрична. Теперешний этап её исторического развития заключается в новом раскрытии полицентричности, без серьёзного осмысления которой прогнозирование отношений США и их ведущих европейских союзников не имеет большого смысла.
