Abstract

The article is devoted to the new plan for resolving Israeli-Palestinian contradictions entitled “Peace for Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli People”. This document was presented to the public by the President of the United States Donald Trump in January 2020 in the presence of the Israeli Prime minister Benyamin Netanyahu and his political rival and a leader of Kahol Lavan party Benny Gantz. This new American peace initiative provoked heated discussion on both sides of the Atlantic. In this article it is examined the views of the main “architects” of the “deal of the century” - Jared Kushner, Jason Greenblatt and David Friedman, who have made the most impact on the formation of the policy of the current administration in the Israeli-Palestinian settlement. The political components of the peace plan are highlighted with a focus on key issues such as the creation of a Palestinian state and the implementation of the “two states for two peoples” principle, the determination of the status of Jerusalem and the resolution of the problem of Palestinian refugees. The author identifies the main reasons why this initiative was immediately rejected by Palestinian leadership. The special attention is paid to the reaction to the Trump’s Peace for Prosperity plan in the United States by representatives of the Democratic and Republican parties, as well as pro-Israel lobbying groups. The author comes to the conclusion that the peace initiative of Donald Trump did not bring closer the prospect of achieving peace in the Middle East and creating a viable Palestinian state, but merely put it off.

ВВЕДЕНИЕ

 

На сегодняшний день США остаются единственным государством, провозглашающим ближневосточное урегулирование одним из своих национальных интересов. И на словах придерживаются принципа «два государства для двух народов». Вашингтон сыграл решающую роль в достижении мирного соглашения между Израилем и Египтом в 1979 г., а также дал толчок для заключения мира между Израилем и Иордании в 1994 г. США активно участвовали в продвижении мирного процесса между израильтянами и палестинцами в 1990-е годы, получившего название «процесс Осло». Начиная с президента У. Клинтона, каждая администрация США после окончания холодной войны стремилась предложить собственное видение урегулирования палестино-израильских противоречий. Не стала исключением в этом плане и администрация нынешнего, 45-го президента США.
2 С 2016 года Д. Трамп обещал представить общественности «сделку века», но на воплощение в жизнь этого обещания ушло несколько лет. Лишь в январе 2020 г. на официальном сайте Белого дома был опубликован документ под названием «Мир во имя процветания. Видение того, как улучшить жизни палестинского и израильского народов». Документ состоит из двух частей: политической и экономической рамочной стратегий для переговоров двух конфликтующих сторон [1].
3 Рассмотрим логику и ключевые элементы мирного плана Д. Трампа, а также особенности восприятия этого документа в Палестине, Израиле и в общественно-политическом дискурсе самих США – представителями партий и различными участниками политического процесса, а также произраильскими лоббистскими организациями.

Своё обещание добиться прорыва в ближневосточном урегулировании Д. Трамп озвучил ещё в 2016 г. В формировании политики на данном направлении и в непосредственной работе над планом «Мир во имя процветания» участвовали четыре фигуры, которых связывают с Д. Трампом личные или деловые отношения. Во-первых, Джаред Кушнер – зять Трампа, занимающий пост старшего советника президента США. Во-вторых, Джейсон Гринблат – юрист, долго работавший в Организации Трампа (Trump Organization), бывший особым представителем президента по международным переговорам (в 2019 г. Дж. Гринблат покинул команду Трампа, ссылаясь на необходимость проводить больше времени с семьёй). В-третьих, Дэвид Фридман – юрист, в своё время представлявший интересы Д. Трампа в ходе судебного разбирательства касательно проведения процедуры банкротства и получивший в 2017 г. назначение на должность посла США в Израиле. Наконец, немалую роль сыграл в разработке мирной инициативы сыграл и Авраам Берковиц, друг Дж. Кушнера ещё со студенческих лет, адвокат и политический советник, который также стал помощником президента и специальным представителем п международным переговорам.
