On the Role of Temporality in the Lives of People with Disabilities

The author formulates conceptual conclusions, as well as recommended principles for social policy: social inclusion, mobility, temporality and urban citizenship of special groups in the discourse of accessible environment and universal design. The development of social urbanism and universal design – an indicator of equality and justice, sustainability of urban life. The subject matter thus affects the scope of social work methodology, social services activities, and reflection of specialists on the inclusive approach as a strategy to reduce inequality, improve the quality of life and protect of human rights. Inclusive culture turns out to be a social mobility strategy, an alternative to barriers forming temporal and mobile inequality. There was an opportunity to remove the limitations of the isolated consideration of urbanism issues as free from social meanings and inclusive discourses, of social policy as a set of laws and regulations, a set of technologies that do not contain the realities of barriers and accessibility of the urban environment in the social life of people with limited mobility. The author’s idea is aimed at identifying the tools for the formation of a higher level of justice, integration, reduction of social inequality within the urban society in order to achieve greater stability and cohesion of society. There is an expansion of ideas about the productivity of work with special and age groups of citizens in the field of social policy in the direction of accessible environment.
