Abstract

The article examines the factor of Chinese expansion in Latin America in the politics and ideology of the US Democratic and Republican parties. Democrats hope to attract a wide range of Latin American partners with their multilateral renewable energy projects, while avoiding direct criticism of China. Republicans rely on the traditional spheres of production and infrastructure, often contrasting “pro-American” center-right governments in the region with “pro-Chinese” left ones. Both parties agree that Beijing’s activity in the Western Hemisphere threatens Washington’s positions and are ready to jointly resist it.

Введение

 

Соперничество с КНР выступает неотъемлемым элементом политического мышления в США. Пекин характеризуется как актор, стремящийся демонтировать весь существующий американоцентричный миропорядок1. Отсылки к «китайской угрозе» стали едва ли не обязательным риторическим приемом представителей исполнительной и законодательной власти. Особенно болезненно воспринимается в Вашингтоне возрастающее присутствие Китая в Латинской Америке – традиционной сфере экономического и военного влияния Соединённых Штатов.

Исследователи отмечают, что как республиканские, так и демократические администрации долгое время рассматривали китайские займы и инфраструктурные проекты как стабилизирующий фактор для хрупких латиноамериканских экономик2. В условиях спада темпов роста стран региона в середине 2010-х годов американский бизнес сократил свои капиталовложения. Это позволило Китаю перехватить инициативу и заключить ряд важнейших соглашений по строительству сухопутных транспортных артерий и энергетических объектов. Важным подспорьем для них стало увеличение государственных инвестиций (450 млрд долл., или 19% всего зарубежного инвестирования в 2021 г.)3.

Американские эксперты подчёркивают, что в вопросах инвестирования и оказания внешней помощи Вашингтон до сих не выработал комплексного подхода к выстраиванию отношений с регионом – речь идёт лишь о «спорадических» программах, направленных на достижение какой-либо краткосрочной цели (например, сдерживание всплеска нелегальной иммиграции)4. Существенным тормозом называются излишне формальные критерии выделения ассигнований со стороны Международной корпорации по финансированию развития (U.S. International Development Finance Corporation, DFC). КНР же, напротив, не стеснена никакими ограничениями и предоставляет субсидии на длительную перспективу и вне зависимости от состояния экономики страны-реципиента5. Наконец, как консервативные, так и либеральные специалисты признают, что соперничеству с Китаем в Латинской Америке мешает протекционизм. Соединённые Штаты на словах признают интерес ряда партнёров, в частности, Эквадора и Уругвая, к заключению соглашений о свободной торговле, но не спешат идти им навстречу6.

Приоритеты Демократической партии в политике США в Западном полушарии на фоне экспансии Китая

 

Несмотря на эти структурные проблемы, присутствие КНР в Латинской Америке в публичном пространстве преподносится ведущими политическими партиями США по-разному. Демократы в целом представляют рост влияния Китая как объективную тенденцию. Пекин, согласно их программным документам и заявлениям, рассматривается как неизбежный и мощный союзник в решении наиболее насущных глобальных проблем. Конкуренция с ним должна вестись «ответственно». В русле своей философии о борьбе между демократиями и автократиями как «стержня» актуальной международной обстановки, они обещают странам региона содействие в отражении внешнего «вмешательства» и «запугивания» со стороны КНР, а также России и Ирана7.
