The Conflict Potential of the Arctic: Myth or Reality?

Abstract

The paper examines the dialectic of interstate relations in the Arctic. It is shown that this process has always been characterized by a certain dualism, which includes both cooperation and confrontation. On the one hand, a unique interaction has been established in the Arctic region, concerning not only scientific research, but also specifically applied issues related to ensuring the safety of navigation, protecting the marine environment, and regulating the catch of aquatic biological resources. On the other hand, there have been and remain unresolved disputes regarding the delimitation of maritime spaces, the imposition of claims regarding the definition of the outer limits of the continental shelf, and the legal status of shipping routes. In recent years, the Russian Federation has faced the fact that the level of interstate cooperation has actually been frozen here, and the Arctic is turning into a zone of confrontation, as in the Cold War era. However, despite the fundamental change in circumstances, these two trends – cooperation and confrontation – will persist here, with the only difference that the former will temporarily prevail over the latter.

Введение

 

В предшествующие десятилетия Арктика рассматривалась исключительно как зона мира и сотрудничества, взаимодействия и кооперации. Такое восприятие было во многом простимулировано Мурманскими инициативами Генсека ЦК КПСС М.С. Горбачёва от 1 октября 1987 года, среди которых значились: ограничение военно-морской активности; мирное сотрудничество; научное изучение; охрана окружающей среды; открытие Северного морского пути (СМП). Никакие перипетии в отношениях между Россией и странами Запада, казалось, не могут изменить этот вектор развития. Последние события свидетельствуют о том, что дальнейшее сотрудничество в Арктике находится под угрозой заморозки, конфликтный потенциал региона вновь может вернуться ко временам Холодной войны. Однако, не стоит забывать, что серьезные межгосударственные противоречия, споры и конфликты (в том числе до сих пор не урегулированные) в Арктике существовали и в предшествующие годы, но их разрастание в «горячую» фазу купировалось доминированием тренда на сотрудничество. В сегодняшних условиях этот дуализм взаимоотношений в Арктике, как представляется, всё же будет сохраняться, с той лишь разницей, что международная кооперация будет иметь гораздо меньшие масштабы и вестись по ограниченному спектру областей, имеющих интернациональное значение.

Сотрудничество: старые формы и новые форматы

 

Мы все помним, что наиболее активно межгосударственное взаимодействие в Арктике развивалось в рамках Арктического совета. И хотя его часто критиковали за то, что многие его решения носят исключительно рекомендательный характер, тем не менее, как представляется, заключение трёх юридически обязывающих соглашений – о сотрудничестве в области авиационного и морского поиска и спасания (2011); о сотрудничестве в области обеспечения готовности и реагирования на загрязнение морской среды нефтью (2013); Соглашение о расширении международного научного сотрудничества (2017)1 – было огромным прогрессом и достижением в его работе.

Сотрудничество развивалось также и на двухстороннем уровне: в 2018 г. Российская Федерация и США провели через Международную морскую организацию (ИМО)2 Резолюцию об установлении судоходных маршрутов (добровольных) и зон безопасности в Беринговом проливе и Беринговом море.

Региональные и внерегиональные страны (Исландия, Япония, Южная Корея, Китай) и ЕС в 2017 г. заключили обязательное соглашение3, направленное на борьбу с нерегулируемым выловом водных биологических ресурсов в центральной части Северного Ледовитого океана, в рамках которого введён временный мораторий на коммерческое рыболовство.

5 Несмотря на то что сотрудничество в рамках Арктического совета было фактически приостановлено, Российская Федерация приостановила выплату взносов в Арктический совет до возобновления его полноценной работы, а в его рамках введена новая формула 7+1, направленная на международную «изоляцию» Российской Федерации, последняя обладает в Арктике самой протяжённой береговой линией. На деле это означает, что Россия проецирует свой суверенитет, то есть режим внутренних вод и территориального моря, суверенные права и юрисдикцию, то есть режим исключительной экономической зоны (ИЭЗ) и континентального шельфа на обширные морские пространства. Очевидно, что многие задачи универсального характера – например, защита морской среды и биоразнообразия, борьба с загрязнениями и другие – не могут быть решены в Арктике без участия нашей страны.
