Abstract

Socio-economic consequences of neoliberal politics unleashed the necessity of the realignment of the conservative movement in the U.S. American conservatism has long been dominated by a fusionist consensus, that does not provide the response to the modern challenges. New conservatism seeks to redefine the essence of conservatism by breaking up with market fundamentalism considering the State to be a legitimate tool to achieve politico-economic goals; moving away from ideologies.

Введение

 

С момента избрания Рейгана доминирующим бипартийным консенсусом стала политика неолиберализма. Последствия ее имплементации – особенно в сфере торговой политики – привели к росту политической поляризации в США. Некоторые исследователи связывают сдвиг электоральных предпочтений и избрание Д. Трампа с негативным воздействием импортной конкуренции (import competition) с КНР на местные рынки труда1. Однако не менее значимым является и тезис о примате культурных проблем (cultural concerns) в исходе президентских выборов 2016 г.2 Так или иначе, уход от неолиберального консенсуса (как в экономических, так и в культурных вопросах), риторически декларируемый Трампом, стал поводом для запуска назревавшего процесса внутренней трансформации американского консерватизма.

Феномен «нового консерватизма», не будучи чётко артикулированным, органично развивался на протяжении всего президентства Трампа. Особый импульс данному течению придал и тот факт, что за исключением торговой и иммиграционной политики 45-й президент не смог инструментализировать идеи, декларируемые «новыми консерваторами», проводя политику, свойственную мейнстриму Республиканской партии3 или, как её ещё называют, Великой Старой партии (Grand Old Party, GOP).

«Фузионистский консенсус»

 

«Новый консерватизм» является попыткой пересмотра доминировавшего в Республиканской партии «фузионистского консенсуса». Его генеалогия восходит к временам холодной войны: интеллектуальные основы «фузионистского консенсуса» были заложены Фрэнком Мейером (Frank Meyer) и Уильямом Ф. Бакли (William F. Buckley) в 1950-е, 1960-е годы, однако консолидировалось движение уже при Р. Рейгане)4, что обусловило характерную идеологическую окраску (особенно в части внешней политики). Под фузионизмом следует понимать сочетание трёх основополагающих принципов – это: 1) рыночный фундаментализм (он шёл «рука об руку» с представлением о необходимости ограниченного государства); 2) социальный консерватизм (во многом он служил цели неэкономической легитимации де-факто либертарианского подхода к экономической политике)5; 3) ястребиная антикоммунистическая внешняя политика.

Наибольшую значимость в фузионизме получил принцип рыночного фундаментализма. Профессор Школы по связям с общественностью Линдона Б. Джонсона при Техасском университете в Остине (Lyndon B. Johnson School of Public Affairs) Майкл Линд (Michael Lind) так объясняет примат рыночного фундаментализма: «Поскольку государственная политика в значительной степени является внутренней экономической политикой, антигосударственная либертарианская составляющая “фузионизма” всегда затмевала по важности социальные и внешнеполитические элементы»6.
