2018 Midterm Elections in the USA through the Prism of the Presidential Race 2020: Gender Factor

Abstract

The role of women in modern American politics is hard to overestimate: women are introducing new elements into the political culture; their active participation is an objective element of the political system; both ruling parties are aware of and take into account the gender factor. Gender equality created in society due to a conscious state policy of achieving gender balance, strengthening women's economic opportunities, an active women's democratic organized movement, however, requires further considerable efforts to overcome pressing or unresolved discriminatory problems in this area, which is reflected in the demands of women electorate in the elections of 2018, considered as a forerunner of the electoral race 2020. 

In 2018 all 435 members of the House of Representatives, 35 out of 100 senators, 36 out of 50 governors, were re-elected. In 33 states, there were 35 campaigns for the Senate, in 16 of which women took part, i.e. female candidates were nominated in almost 46 percent of the total number of reelected senate seats. There were a total of 157 election campaigns, the outcome of which will affect the large-scale aspects of people's daily lives. Ordinary voters, women and men, accumulate not small experience and skills of an active citizen in the performance of their duty. 

Victories of women in races for the Congress changed the balance of power in the House of Representatives, which is likely to allow push a gender agenda. However, women legislators, in particular, democrats are deprived of illusions on this score and urge not to lose vigilance, because the “D. Trump administration doubles its “war with women”. 

With all the obvious extremes and contradictory manifestations of the electoral cycle of 2018, it should be recognized that the democratic system of the United States has such a characteristic as the ability to self-regulate the political process.

Введение

Чтобы понять суть американской демократии или американской цивилизации, её потенциал и силы, необходимо осознать роль и силу влияния женщин Америки, которую они оказывали, начиная с истоков, т.е. с колониального периода и Войны за независимость.

2 Слова, сказанные видной общественной деятельницей России полтора столетия тому назад в адрес американских женщин, не потеряли своей злободневности и сегодня. Данная характеристика как никогда актуализирует роль женщин Соединённых Штатов Америки во всех областях жизни страны, в частности – в политической сфере. Сегодня вряд ли найдётся «ярый» оппонент по ту сторону океана, который «осмелится» опровергать факт решающего значения женского электората для победы или для поражения на выборах, которые в изобилии насыщают общественно-политическое пространство страны.
3 В соответствии с политической системой в США каждые два года проходит избирательная кампания, которая обеспечивает переизбрание высшего законодательного органа (парламента), то есть Конгресса США, состоящего из двух палат. Палата представителей распускается полностью, членов её избирают заново. Сенат – частично: только одну треть. В Палату представителей избирают на два года, а в Сенат – на шесть лет. В ряде штатов разворачиваются избирательные кампании за губернаторское кресло, за места в легислатурах (законодательная власть) штатов, а также за другие высокие исполнительные посты, которые также в некоторых штатах являются выборными должностями.
4 В чём состоит актуальность гендерного подхода? Почему важно учитывать гендерную составляющую в избирательном процессе? Почему американки должны стремиться участвовать как субъекты в политическом процессе государства? Какова логика участия женщин в борьбе за места в Конгрессе США?

Член Палаты представителей Алма Адамс (Alma Adams) (демократка, штат Северная Каролина) подчёркивает важность политического участия женщин, в частности, в высшем законодательном органе страны следующим образом: «Я просто хочу повторить, что женщины должны быть здесь, и они должны быть здесь, потому что всё влияет на нас, и наши семьи, и наши общины. И если нас здесь нет, то о проблемах, о которых нужно говорить больше всего, не будет сказано. Они не будут рассмотрены»2. Иными словами, она считает женщин паритетным субъектом политического властного процесса, который должен впитать объёмно и всесторонне все интересы, чтобы чаяния и потребности различных групп и сообществ нашли свой канал трансформации и были инкорпорированы в общую повестку американского законодательного корпуса. Заметим, она говорит о том, что «всё влияет» на женщин, на их семьи и сообщества, не выделяя особых, то есть только тех вопросов, которые принято считать конкретно «женскими».
