Abstract

The purpose of this study is to identify the peculiarities of the social role of religious organization by means of a detailed consideration of this issue at the regional and micro-regional levels. The most northerly diocese of the mainland Church of Denmark — Aalborg and its main deanery Budolfi were chosen as a polygon for the study. Based on detailed statistical data, including financial data, the analysis of the religious organization’s expenses was carried out not only at the regional, but also at the district level for the first time in Russian scientific circulation. Moreover, the description of the main types of realization of social responsibility of a religious organization was presented on the example of the units of the Church of Denmark of different ranks — diocese and deanery.

In order to identify the degree of accessibility of the objects of the cult infrastructure of the for the Church of Denmark residents of the state, the coefficient of territorial concentration/diversification was calculated. The results suggest that the institutions of the Church of Denmark are located evenly within the country. Accordingly, social activities implemented on their basis are available to the population. The main ones are related to the provision of psychological, material, advisory and other types of assistance. High importance is also attached to educational and educational programs. The Church of Denmark remains an influential social institution at both the regional and district levels.

1 Введение и постановка проблемы. Одним из проявлений трансформации общественно-политической системы в условиях постсоветской России стала всё более заметная роль структурных элементов конфессионального пространства в социальных, экономических, политических и других процессах. Это находит отражение и в увеличении количества объектов культовой инфраструктуры в системе застройки селитебных территорий, и во всё большей активизации деятельности церкви, связанной с социальной ответственностью. Первый вопрос требует научного осмысления в рамках территориального планирования, второй — экономики и социологии региона. Между тем обозначенные проявления функционирования религиозных организаций взаимосвязаны. Специфика и уровень активности проявления социальной и экономической деятельности религиозных институций в отдельных населённых пунктах и в пределах административно-территориальных единиц более высокого таксономического ранга зависят от целого ряда факторов — исторических, политических, культурных и иных.
2 Для научного осмысления процессов, связанных с местом и ролью религиозных организаций в социальной и экономической сферах функционирования регионов, а также при разработке практических рекомендаций в области сотрудничества церкви с органами власти и управления целесообразно учитывать конструктивный зарубежный опыт. Примером такового служат мажоритарные религиозные организации стран Северной Европы и их структурные элементы различного таксономического уровня.
3 В государствах названного региона лидирующими по численности адептов, количеству объектов культового назначения и степени структурной развитости церковно-административного деления являются национальные Евангелическо-лютеранские церкви, культурообразующая роль которых проявляется в ментальности, традициях, поведении их адептов. Доктрина, ценностные установки обозначенной конфессии протестантизма во многом обуславливают экономические, политические, социальные процессы в странах Северной Европы, несмотря на всё сильнее проявляющиеся секулярные тенденции в обществе. Существенное значение для населения и хозяйства региона имеет и деятельность религиозных организаций, выходящая за границы культовой. В данном аспекте речь, прежде всего, идёт о социальной ответственности, в процессе реализации которой церковь частично дублирует функции государства через выполнение делегированных в её сторону полномочий. Кроме того, фиксируются примеры тесного конструктивного сотрудничества религиозных организаций с органами власти и управления на национальном и региональном уровнях.
4 Среди стран Северной Европы обозначенные процессы находят наиболее существенное проявление в Дании. Национальная Евангелическо-лютеранская Церковь Дании (ЕЛЦД, Церковь Дании) сохраняет конституционный статус религиозной организации, гарантирующий покровительство светской власти. Доля последователей, подтверждающих своё членство путём регистрации на одном из приходов ЕЛЦД и, как следствие, добровольно осуществляющих целевые денежные отчисления в виде обязательного церковного налога, остаётся высокой (72,6 % по состоянию на начало третьего квартала 2022 г. согласно данным Статистической службы Дании). Кроме того, за Церковью Дании закреплена легитимация актов гражданского состояния, ей подведомственны кладбищенские территории, а перечень проводимых на её приходах социально значимых мероприятий широк и разнообразен.
