Abstract

InNovember 2021, generalelectionswereheldinHonduras, asaresultleftistforcescametopowerafteraten-yearbreak, andforthefirsttimeinthehistoryofthat country, awoman, XiomaraCastro, becametheheadofstate. The article analyzes the logic of the political process and the growing confrontation between the main actors at the political arena of Honduras, which opened up a wide range of opportunities for opposition forces. The main state reforms of the previous government of Juan Orlando Hernandez, which became the basis for the growth of social discontent, are considered. The election program of X. Castro is analyzed as a platform for a possible state modernization.The basic hypothesis of the study is the following. The results of the 2021 elections marked the breakdown of two key trends in the political history of Honduras: permanent state instability, expressed in the high frequency of state coups, and the dominance of the two-party system over the past forty years. The authors concluded that the Honduran episode of the coming to power of the left forces is an organic part of the rollback of the right wave, unfolded in the Latin American region, and the emergence of new political forces at the political proscenium.

5 Аннотация. В ноябре 2021 года состоялись всеобщие выборы в Гондурасе, по итогам которых к власти после десятилетнего перерыва пришли левые силы и впервые в истории страны во главе государства встала женщина - Сиомара Кастро. В статье анализируется логика политического процесса и нарастание противостояния между основными акторами политической арены Гондураса, открывшего веер возможностей для оппозиционных сил. Рассмотрены основные государственные реформы предшествующего правительства Хуана Орландо Эрнандеса, ставшие основой для роста социального недовольства. Проанализирована предвыборная программа С. Кастро как платформа для возможной модернизации государства. Базовая гипотеза исследования состоит в следующем утверждении. Итоги выборов 2021 г. знаменовали собой слом двух ключевых тенденций политической истории Гондураса: перманентная государственная нестабильность, выражающаяся в высокой частоте государственных переворотов, и доминирование на протяжении последних сорока лет двухпартийной системы. Авторами сделан вывод о том, гондурасский эпизод прихода к власти левых сил является органичной частью разворачивающегося в латиноамериканском регионе отката правой волны и выхода на политическую авансцену новых политических сил.
