Poverty and Inequality: Challenges of the COVID-19 Pandemic

The COVID-19 pandemic has inflicted and continues to inflict severe social and economic damage on the world. The direct and indirect human and financial costs of its consequences are significant and cannot yet be definitively determined and calculated. It is clear, however, that the pandemic has the potential to undo years of progress in reducing poverty and inequality, undermine social cohesion and destabilize global cooperation. The loss of jobs, the deepening digital divide, the disruption of social interaction, and dramatic changes in the markets for capital, goods, services, and labor, against the backdrop of a growing gap between the real and virtual economies and accumulated geopolitical problems, could have dire consequences for large parts of the global population in various areas of life. Reliable and sustainable recovery of the world economy is possible only if there will be appropriate to the current difficult situation investments in economic, social and environmental sustainability on the planet. The article analyzes the prospects of sustainable development, primarily the issues of poverty and inequality, including gender, as well as social support measures at the global and country level.

1	Большинство отечественных и зарубежных исследователей [Alvaredo et al. 2018, Atkinson 2015, Milanovic 2016, Говорова 2016, Петросянц 2020], относят рост неравенства и бедности к основным социально-экономическим рискам современности и вызовам XXI века. Неравноправие в получении доходов и основных социальных благ (образования, здравоохранения, культуры, спорта), свойственное как большинству развивающихся государств, так и развитым странам, не только сдерживает совокупный спрос и качественно ухудшает экономический рост. Оно также ограничивает внедрение современных технологий и возможности развития человеческого потенциала, искажая демографические установки и способствуя накоплению морально-этических проблем в обществе. Взаимосвязи бедности, неравенства возможностей, уровня образования, экономического роста, рынка труда и социального развития сложны и стали предметом активного исследования отечественного и зарубежного экспертного сообщества [Стиглиц 2015]. Обзор теорий, а также парадоксы, экономические механизмы и вторичные эффекты неравенства, его неэкономические основы и влияние на демографические процессы, то есть «…наиболее драматические эффекты неравенства…», приведены в [Куракин 2020]; факторы и риски хронической бедности – [Малева, Гришина, Бурдяк 2020], стратегии сокращения неравенства и поддержки устойчивого развития в России – в [Бобылев 2020].
2	Ключевым связующим звеном между экономическим ростом и сокращением неравенства является обеспечение занятости. Высокий уровень занятости приводит к большей устойчивости индивидуальных доходов и росту совокупных доходов общества, а также создает возможности для производства максимального количества коллективных благ. В современном обществе в основе идентичности человека лежит его профессия. Блага (товары и услуги) часто распределяются непропорционально относительно знаний и умений, количества и качества труда людей из-за того, что они находятся на различных уровнях социально-экономической иерархии. Последствия пандемии и антикоронавирусные меры привели к закрытию предприятий и фабрик. Средства к существованию значительной части мировой рабочей силы оказались под угрозой. Нарушились глобальные производственно-сбытовые цепочки, появились проблемы с поставкой продукции. Десятки миллионов людей погрузились в крайнюю нищету и голод. Ожидается, что в итоге кризиса социальное расслоение усилится как на глобальном и региональном уровнях, так и внутри государств – на территориальном, гендерном, возрастном, образовательном горизонтах. В течение 2020 г. в мире исчезло порядка полмиллиарда рабочих мест, лишь половину из которых удалось восстановить к началу 2021 г. Потери от пандемии могли бы оказаться намного больше без масштабных и многогранных антикризисных мер, принятых в большинстве стран мира. Среди таких мер – крупные бюджетные программы для поддержки домохозяйств и компаний, а также для сохранения рабочих мест. Центральные банки многих государств предприняли значительные меры по смягчению денежно-кредитной политики.
