Abstract

While any individual Scientist can’t be a perfect unbiased intellectual machine, free from any irrelevant influences, “aggregate” position of scientific community could be more or less unbiased in Long Run – the fact proven by history of progress in natural sciences since XVI century. The rise of Big Government which invests heavily in the Research and Development could prevent scientific community from approaching to the scientifically reasoned position because of strong special interests of governmental grantors to maximize the bureaus’ budgets and discretionary power (Niskanen, Tullock, Jasay). The bureaucrats could be interested to get even deliberately biased, distorted results for their policies proposals “scientific” support. Responsible politician standing with Limited Government should be equipped by political technologies compensating pressure of distorted scientific consensus.

1 Воплощение мечты Платона Платон мечтал о диктатуре мудрецов как об идеальном (и тоталитарном) государственном устройстве [Bloom 1991 p. 309]. Ситуация, при которой политики – пусть даже избранные демократически – послушно следуют рекомендациям сообщества ученых, принятых консенсусом, начинает сильно напоминать реализацию мечты древнего грека. Впрочем, даже в древности восприятие консенсуса среди мудрецов было неоднозначным. Так, еврейская традиция требует признавать единогласный обвинительный приговор высшего собрания мудрецов – Великого Санхедрина недействительным (Талмуд, трактат Санхедрин 17а). Вероятно, что главной причиной введения такой нормы была нужда в защите мудрецов от давления сильных мира сего. Другой распространенной причиной удивительных массовых совпадений мнений и согласий может быть конфликт интересов.
2 У демократического политика есть сильные стимулы следовать “единогласноˮ поддержанным рекомендациям ученых. Хотя, с одной стороны, он не заинтересован в передаче своей власти и полномочий принимать решения третьим лицам, не получившим в отличие от него мандата на выборах, но с другой – пока такие случаи единичны: страх предстать в СМИ невежественным может победить. В некоторых случаях перспектива избавиться от ответственности за непопулярные или чреватые непредсказуемыми последствиями решения, переложив ее на “совет мудрейшихˮ, может восприниматься политиком как благо.
3 У прессы желание атаковать строптивого политика может быть связано с теми же интересами, которые толкают бюрократов требовать больших бюджетных расходов, а заодно, естественно, и больших полномочий. Речь идет прежде всего о “общественныхˮ СМИ (принудительно финансируемых налогоплательщиком), связанных с социальной бюрократией фундаментальным общим интересом – не допустить возвращения общества к поддержке концепции ограниченного правительства (Limited Government), в рамках которых места для таких “общественныхˮ СМИ не существует1. 1. У СМИ, получивших доступ на рынок и защиту от конкурентов благодаря сложной системе лицензирования, могут быть интересы кооперироваться с бюрократами, схожие с интересами Public media.
4 Наличие научного консенсуса по той или иной проблеме, как правило, действительно означает, что проблема решена и возвращаться к дискуссии бессмысленно. Однако у ученых иногда (а возможно, и нередко, в зависимости от форм организации научной деятельности) появляются стимулы достижения консенсуса, весьма далекие от любви к истине и совпадения многолетних результатов беспристрастного и добросовестного научного анализа.
5 Такие стимулы могут возникать, в частности, в ситуации, когда растущая доля научных исследований финансируется из бюджета. Долгосрочный рост доли таких работ наряду с новыми возможностями бюрократов и политиков – сторонников “большого щедрого правительстваˮ – по их влиянию на программу частного финансирования науки объективно создает основу для коалиции огромного большинства ученых с такими бюрократами и политиками. Мощь этой коалиции может усиливаться государственно финансируемыми или государственно регулируемыми СМИ2. 2.
