1 Мир середины – второй половины второго десятилетия XXI в. отличается от того, каким мы его помним 10–20 лет назад. Он изменился, и изменения продолжаются. Их движущие силы – технологические, социальные, политические и т.п. – многообразны, а последствия оцениваются как весьма неоднозначные и плохо предсказуемые.
2 Международный обозреватель газеты “New York Timesˮ Т. Фридман, рассуждая в 1999 г. о том, как мир изменился после холодной войны, для демонстрации различий указал, что ранее главным был вопрос “Насколько огромна ваша ракета?”, а в условиях глобализации таковым становится вопрос “Насколько быстр ваш модем?” [Friedman 2012]. Эта фраза стала афоризмом, который, как еще совсем недавно казалось, исчерпывающим образом характеризует “дивный новый мирˮ глобализации без противостояния сверхдержав и межгосударственных войн.
3 Спустя четверть века после окончания холодной войны найти модем как коробочку сравнительно больших размеров, в которую вставлялся телефонный провод, непросто, а найти модем, не сделанный в ставшем “мировой фабрикойˮ Китае, еще сложнее. Модемы сейчас – совсем небольшие и не издающие забавных звуков чипы, присутствующие в смартфонах и планшетных компьютерах, доступные потребителям практически во всех частях света, где есть сотовая связь, причем сотовые сети в некоторых развивающихся странах могут дать фору таковым в развитых странах. Ракеты же в прямом (например, как средства доставки ядерных зарядов) и в переносном смыслах (как символы военной мощи и способности причинять масштабные разрушения) по-прежнему доступны небольшому числу государств.
4 Немногим более 10 лет назад была опубликована книга “Политический атлас современности. Опыт многомерного статистического анализа политических систем современных государствˮ [Мельвиль, Ильин, Мелешкина, Миронюк, Полунин, Тимофеев 2007; Melville, Polunin, Ilyin, Mironiuk, Meleshkina, Vaslavskii 2010], а до этого появился ряд статей [Мельвиль 2006; Мельвиль, Ильин, Мелешкина, Миронюк, Полунин, Тимофеев 2006], в которых участники поддержанного МГИМО-Университетом и Институтом общественного проектирования масштабного исследовательского проекта “Политический атлас современностиˮ (далее “Атлас 1.0ˮ) под руководством профессора А. Мельвиля предложили “эмпирически обоснованное представление о нынешней структуре мировой политикиˮ, для чего потребовалось “осуществить комплексный сравнительный анализ политических систем всех государств и разработать их многомерную классификациюˮ [Мельвиль, Ильин, Мелешкина, Миронюк, Полунин, Тимофеев 2007, c. 7]. Одним из центральных элементов в реализации этого замысла стало создание индекса потенциала международного влияния (наряду с еще четырьмя индексами). Он был рассчитан по состоянию на 2005 г. для всех государств – членов ООН, которых на тот момент насчитывалось 191, а также самого крупного непризнанного государства – Тайваня.
