In October 3, 2019, the Energy Law Centre was presented and launched during the St. Petersburg International Gas Forum. The center will operate under the SaintPetersburg State Economic University.
2 The Energy Law Centre was set up by the resolution of GAZPROM PJSC to conduct research, educational, and expert activity in the fields of energy, corporate, and competition law. GAZPROM PJSC’s Deputy Chairman of the Management Committee, Director General of the Corporate Security Service S.F. Khomyakov opened the ceremonial meeting. In his welcome speech, S.F. Khomyakov underlined the relevance of the Energy Law Centre’s establishing, noted goals and tasks set by GAZPROM PJSC for the Center regarding implementation of research and educational programs, and wished the Center’s team success in their work.

5 Director of the Energy Law Centre V.V. Romanova thanked GAZPROM PJSC’s management and team for the decision to set up the Center, for their support and assistance in that process, for good memories of Corresponding Member of the Russian Academy of Sciences, Doctor of Law, and Professor Valery A. Musin, and presented the multi-author monography dedicated to his 80th anniversary and titled Legal Support of Energy Security and Protection of Rights of Energy Market Participants. She also thanked the Ministry of Energy of the Russian Federation for signing the agreement of cooperation in the sphere of energy law with the SaintPetersburg State Economic University.

Chernova, Senior Vice Rector of the SaintPetersburg State University; S.A. Belov, Dean of the Faculty of Law of the Saint-Petersburg State University.
9 Deputy Directors of the Energy Law Centre S.V. Vasilkova and G.V. Sevastyanov, Valery A. Musin’s students, delivered welcome speeches on the relevance of establishing the Energy Law Center and its objectives, as well as on the tasks of the new branch of science.
10 Summing up the event, the participants underlined the importance of setting up the Energy Law Center for the development of legal regulation in the sphere of energy on the national and international levels and highlighted the need in fundamental and applied legal research and the relevance of international cooperation in the field of energy law.
