Abstract

In a changing world order, some emerging factors are objectively conductive to Russia’s rapprochement with those regions that relatively recently (15-20 years ago) were mainly in the sphere of other global actors’ interests. In particular, in recent years, Russia had a kind of breakthrough with Latin America and the Caribbean: a significant advance towards bilateral and multilateral interaction almost in all possible formats and on all fronts. An example is the Russian-Argentine cooperation. At the present stage, relations between the Russian Federation and the Argentine Republic are characterized by strategic depth, and cover a wide range of priority areas of interstate economic and political interactions. The root causes for this state of affairs reflect both specifics of the comparatively long historical experience of the Russian-Argentine cooperation and peculiarities of the current very difficult and largely controversial period of world development, the main feature of which are rapid changes in all spheres of international life. The modern period of bilateral relations can be divided in three different content segments. During the first stage (until 2007), a process of gradual rapprochement took place. At that time, the most promising spheres of economic and political cooperation were defined. In subsequent years, a significant expansion of bilateral interaction associated with Russia’s new foreign policy concept dated July 12, 2008 was noted, encompassing Latin American countries in the scope of Moscow’s priority interests. At the same time, a personal understanding between the leaders of Russia and Argentina was reached. In the second phase (2008-2014), bilateral relations reached a new level. Having agreed in 2008 to build the relations of strategic partnership, Russian and Argentine governments made vigorous efforts to translate these mutual intentions into practice. An unprecedented intensification of political and diplomatic contacts occurred, a number of visits between senior leaders took place that permitted to establish the relationship of mutual understanding and trust. Both sides demonstrated a willingness for long and wide cooperation. The current, third phase of interaction began, according to the authors, in 2015, when Argentine-Russian relations reached their highest point by transition to the stage of comprehensive strategic partnership. However, holding on to reality, it is necessary to note that Argentina and Russia are still at the very beginning of the path to maximizing benefits from collaboration in various sectors of economy

1 В последние годы взаимодействие России с рядом стран Латинской Америки и Карибского бассейна (ЛАКБ) все чаще определяется термином стратегическое партнерство. Переход межгосударственных отношений на столь высокий уровень предполагает, что в их основе лежит близость (или совпадение) базовых национальных интересов. В настоящее время стратегическое партнерство установлено Россией с семью государствами ЛАКБ1, хотя в каждом отдельном случае имеют место некоторые особенности. Примером могут служить отношения нашей страны с Аргентиной, являющейся одним из главных и наиболее перспективных партнеров России на пространстве ЛАКБ. Подтверждением высокого уровня российско-аргентинского взаимодействия стали результаты официального визита в Москву в январе 2018 г. президента Аргентины Маурисио Макри (первый в текущем году визит руководителя иностранного государства в Россию). Итоги переговоров М. Макри с В.В. Путиным подтвердили намерение Кремля и Розового дома (президентский дворец в Буэнос-Айресе) развивать существующие контакты в рамках всеобъемлющего стратегического партнерства [1]. 1. С Аргентиной, Бразилией, Венесуэлой, Кубой, Никарагуа, Перу и Эквадором.

Предпосылки сближения

В декабре 1991 г. Российская Федерация была признана аргентинским правительством в качестве государства – правопреемника СССР. Это позволило Москве и Буэнос-Айресу опереться на уже накопленный богатый опыт сотрудничества, отсчет которому начался с установления дипломатических отношений в 1885 г. [2].
3 Уже в 1993 г. была создана и провела первое заседание Межправительственная российско-аргентинская комиссия по торгово-экономическому и научно-техническому сотрудничеству, что указывало на готовность сторон активизировать хозяйственный обмен. Однако поступательному развитию отношений в экономической сфере мешали проблемы внутреннего развития каждой из стран (в частности, фактически синхронные и весьма болезненные рыночные реформы), а также серьезные финансовые и структурные кризисы, через которые в конце XX и начале XXI в. прошли и Россия, и Аргентина. Все это отрицательно сказалось на двусторонней торговле: в 1998 г. ее объем по сравнению с 1981 г. сократился в 44 раза – до 54.5 млн. долл., что, разумеется, не отражало реальных возможностей и потребностей двух государств и явилось предметом обеспокоенности в Кремле и Розовом доме [3, c. 116]. Переломить негативный тренд и добиться развития диалога был призван визит в Москву президента Карлоса Менема (июнь 1998 г.), в ходе которого было подтверждено стремление южноамериканского партнера к наращиванию сотрудничества с новой демократической Россией. Во время переговоров была существенно дополнена договорно-правовая база взаимодействия, заключено восемь соглашений, среди них важнейший документ – Соглашение об основах отношений между Российской Федерацией и Аргентинской Республикой, заложившее юридический фундамент двустороннего сотрудничества на новом этапе.
