North korean nuclear problem: status, standoff, prospective solutions

Abstract

The author examines the situation involving the North Korean nuclear and missile issue. It is argued   that the crisis on the Korean Peninsula has been aggravated in the past years due to persistent striving of   the Democratic People’s Republic of Korea to drastically increase its potential of mass destruction weapons and the means of their delivery. During a quarter of century, neighboring and most concerned countries have made numerous attempts to involve North Korea into negotiations in order to resolve the problem by peaceful means, but those efforts brought no positive results. The situation even deteriorated after the new dictator – Kim Chong Un – came to power in 2011. In the past four to five years, Pyongyang has removed all previous self-restrictions to initiate at full power a large-scale program of the nuclear and missile weap- ons development. The complication is that the DPRK is not willing to advance any reasonable ideas on     how to find a way out of the present deadlock and categorically rejects any proposals regarding aimed at unilateral denuclearization of the country. Although the military challenge coming from North Korean ex- periments seems to be exaggerated by the American side, the major danger stems from their negative impact on non-proliferation regime. Quite clear that the DPRK demonstrates very bad example for some developing countries, which possess excessive military or political ambitions. Оn July 4, 2017, Russia and China, who attentively watch the developments, put forward a set of proposals regarding an incremental resolution plan for the Korean issues, beginning from moratorium on nuclear tests and simultaneous freeze on South Korean and American joint military exercises. However, those proposals did not find support on the part of the USA and its Asian allies. In this regard it should be mentioned that at the moment, one of the main obstacles is   the lack of coordination and trust between the five powers most interested in the Korean settlement – Russia, China, the USA, the Republic of Korea and Japan. All this necessitates the launch of a regular multilateral consultative mechanism in order to strengthen control over the dynamics of the situation and accelerate the search of constructive ideas aimed at the achievement of comprehensive nuclear problem resolution.

1 Кризис, сложившийся к настоящему времени на Корейском полуострове, – это целый комплекс проблем, накопившихся в течение десятилетий. В их числе – фактическая незавершенность Корейской войны (1950–1953 гг.), по итогам которой так и не был подписан мирный договор, а лишь достигнуто соглашение о перемирии (механизмы которого сейчас частично демонтированы или пришли в упадок). Кроме того, в числе острых вопросов – неурегулированность межкорейских отношений, когда как КНДР, так и РК отказывают друг другу в государственном признании и считают себя единственным законным представителем всего корейского народа на полуострове. Все вышеуказанные моменты в свою очередь являются причиной периодических всплесков напряженности, что обусловило противостояние в этом районе двух мощных группировок вооруженных сил: северокорейской и американо-южнокорейской. 
2 В последние десятилетия корейский конфликт серьезно усугубился вследствие настойчивых устремлений руководства КНДР обзавестись ракетно-ядерным потенциалом якобы в целях “выживания” и защиты от нападения со стороны США. С учетом этого были запущены и получили развитие соответствующие военные программы. Таким образом, внутрикорейский кризис приобрел региональное и даже глобальное измерение.
3 История принятия Пхеньяном решения о создании “оружия возмездия” была длительной и отнюдь не простой. Равным образом, на протяжении длительного времени заинтересованные страны предпринимали неоднократные и разнообразные попытки вовлечь КНДР в диалог, чтобы разубедить ее в необходимости встать на этот путь. Рамки данной статьи не позволяют подробно проанализировать весь этот процесс в деталях, однако нельзя не отметить, что одним из наиболее значимых мероприятий международного характера стали шестисторонние переговоры по Корее, продолжавшиеся с 2003 по 2009 г. при участии КНР, России, США, Японии, КНДР и Республики Корея. Внешним показателем успеха переговорного процесса стало принятие в сентябре 2005 г. Совместного заявления всех его участников, смысл которого состоял в нацеленности на денуклеаризацию Северной Кореи при условии предоставления ей ряда политических гарантий и материальной компенсации [1]. 
4 В рамках достигнутых договоренностей руководство КНДР предприняло определенные шаги по выводу из рабочего состояния своих ядерных объектов (disablement), в то время как другие участники переговоров, включая Россию, предоставили ей помощь в размере 800 тыс. т топочного мазута (200 тыс. т каждый) или в соответствующем материальном эквиваленте. Япония уклонилась от участия в процессе оказания такого содействия, сославшись на неурегулированность в двусторонних отношениях с КНДР проблемы ранее похищенных Пхеньяном японских граждан. 
5 Несмотря на предпринятые, казалось бы, многообещающие усилия, переговоры в конечном итоге закончились полным провалом. Можно рассуждать о различных причинах срыва этой конференции, однако главная проблема видится в том, что КНДР в конечном итоге оказалась недоговороспособной, поскольку вскоре после получения политических и экономических дивидендов под надуманным предлогом демонстративно вышла из диалога. Причем произошло это именно в тот момент, когда Пхеньяну предстояло выполнить необратимые действия по демонтажу своей ядерной инфраструктуры и пройти соответствующие процедуры верификации.
